Cabinet Member Decision Notice – 16 April 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 16 APRIL 2021 The Leader of the Council and the Cabinet Member for Health & Social Care have made the following decision today: 1. THE LEADER OF THE COUNCIL AND THE CABINET MEMBER FOR HEALTH & SOCIAL CARE ACCOMMODATION FOR OVER 18S (YOUNG PEOPLE IN THE CARE OF CHILDREN’S SERVICES) – SPOT PLACEMENTS CONTRACT NO.1 DECISION: That the Leader of the Council and Cabinet Member for Health and Social Care agree to spot purchase accommodation placements with Upton Park Housing Limited for the provision of one property with 5 rooms with shared kitchen and bathroom facilities to the London Borough of Hillingdon for a three-year period from 24 March 2021 to 23 March 2024 and at a value not exceeding £163,800. REASONS FOR THE DECISION MADE The recommendation follows a review of the needs of the service and the requirement to move on a backlog of young people who have turned 18 and are ready to leave supported placements. The young people will be care leavers many of whom arrive as unaccompanied asylum-seeking children (UASC), for whom the Council has a responsibility until the age of 25 under The Children’s Act 1989 and The Leaving Care Act 2000. The recommendation aligns to the Children’s Services strategy of preparing the Young Person for independence post the age of 25. Providing good quality housing results in stability and suitable environments to support study or employment, helping the young person with their personal achievements and best possible outcomes. ALTERNATIVES CONSIDERED AND REJECTED The alternative option to consider is: To take no action - this will not lead to efficient use of resources and will create continued pressure on the Children’s Services budget, it will also reduce the Council’s ability to prepare the young person for independence through a clear pathway supported with appropriate accommodation and will lead to inefficient use of more expensive supported placement. DECISION AUTHORITY & IMPLEMENTATION Where required, these decisions have been taken under The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012.
