Cabinet Member Decision Notice – 16 April 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 16 APRIL 2021 The Leader of the Council and the Cabinet Member for Environment, Housing and Regeneration have made the following decision today: 1. THE LEADER OF THE COUNCIL AND THE CABINET MEMBER FOR ENVIRONMENT, HOUSING AND REGENERATION HOMELESS PREVENTION YOUTH SERVICES DECISION: That the Leader of the Council and the Cabinet Member for Environment, Housing and Regeneration accepted the single tender from P3 for the provision of support including statutory responsibilities for young people that present as homeless to the London Borough of Hillingdon for a two-year period from the 1st April 2021 to 31st March 2023 and at a total value of £330,000. REASONS FOR THE DECISIONS MADE As part of the Council’s statutory housing responsibilities, there is a need to provide young people aged 18 -25 who may be homeless or at risk of homelessness with a multi-agency response. It is recognised that young people at risk of homelessness have a wide range of needs. Since the introduction of the Homelessness Reduction Act 2017 (HRA) the Government is recommending and expecting that housing departments work in close partnership with children’s social care and third sector organisations with specialisms in support services for young people. Their recommendations include delivering shared services where the young person’s needs as a whole are addressed not just those that relate specifically to housing. Often housing needs are precipitated by a variety of other issues ranging from family relationships, gender identify issues, drugs and/or alcohol issues, gang related or a lack of employment or training. ALTERNATIVES CONSIDERED AND REJECTED To run a competitive tender process: This is not recommended. The Procurement Team could not find a supplier who could partake in the Tender exercise, who would be a better candidate for the new model of delivery. To maintain the current service as it is: P3 were awarded the contract for the current service in 2014 and this has subsequently been extended. There has been no inflationary increase in this time. P3 would not be prepared to tender for a new contract o n this basis. In addition, the requirements of the service Dan Kennedy Director Planning, Environment, Education and Community Services Mark Billings, Head of Housing Options, Homelessness and Standards Cabinet Member Decision Notice – 16 April 2021 going forward will be extended to cover statutory duties within the Homelessness Reduction Act. In-house delivery This could be considered; however, the number of staff that it would involve would mean that it would not be a cost-effective option. FURTHER INFORMATION The report relating to this decision was declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the publ ic interest in withholding the information outweighs the public interest in disclosing it. DECISION AUTHORITY & IMPLEMENTATION Where required, these decisions have been taken under The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012.
