Cabinet Member Decision Notice – 15 April 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 15 APRIL 2021 The Leader of the Council and the Cabinet Member for Corporate Services and Transformation have made the following decision today: 1. THE LEADER OF THE COUNCIL AND THE CABINET MEMBER FOR CORPORATE SERVICES AND TRANSFORMATION IMPULSE EDUCATION SYSTEM CONTRACT RENEWAL DECISION: That the Leader of the Council and Cabinet Member for Corporate Services and Transformation accept the Single Tender from CACI Limited for the provision of the Impulse Education System to the London Borough of Hillingdon for a one-year period from 1 April 2021 to 31 March 202 2 and at the total value of £52,766.92. REASONS FOR THE DECISIONS MADE The Impulse Education System is a web-based database application which enables the efficient and proactive tracking of children throughout their educational journey, from primary through to secondary school. It is used by the Council’s Schools Admission Team for both statutory and administrative requirements to manage school placements across the Borough. The system integrates with outside agencies, such as SEN applications and the hub to the PAN London Admissions system , offering complete transparency in the tracking of children’s education, enabling the Council to deliver the best service possible to them. ALTERNATIVES CONSIDERED AND REJECTED 1. Do Nothing: This option is not recommended as it would leave the Council with no support for the Education system following the expiry of the current contract. 2. Tender for a replacement : Due to the complexity of the current application and integration with Bright Systems (B SL) for the Special Educational Needs Department (SEND) , the Council cannot currently change supplier s. However, d uring this contract period this integration will end, and officers will engage with the market to review options. DECISION AUTHORITY & IMPLEMENTATION Where required, these decisions have been taken under The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012. These decisions, unless called in, will come into effect from 5pm on Thursday 22 April 2021. This is the formal notice by the Council of the above decisions.
