That the Leader of the Council and the Cabinet Member for
Corporate Services accept ed the single tender from CACI
Limited for the provision of the Impulse Education System
to the London Borough of Hillingdon for a two- year period
from 01 April 2023 to 31 March 2025 and at the value of
£125,475.38.
Reason for decision The Impulse Education System is a web -based database
application which enables the efficient and proactive tracking of
children throughout their educational journey, from primary
through to secondary school. It is used by the Council’s School
Admissions Team for both statutory and administrative
requirements to manage school placements across the
Borough. The system integrates with outside agencies, such as
SEND applications and the hub to the PAN London Admissions
system, offering complete transparency in the tracking of
children’s education, enabling the Council to deliver the best
service possible to them.
By awarding the two- year contract to CACI Limited for the
continued provision of support and maintenance of the Council’s
Impulse Education management system, officers have

negotiated a fixed increase of 10% compared with the cost for
2022/23, reduced from the 14% quoted for a one-year renewal.
The proposed two- year contract will ensure there is no
interruption for residents and schools within the Borough for the
admissions process for primary and secondary schools and
continuity of this critical application.
The service and ICT are working to ensure that there is robust
support and expertise to manage the system.
Alternative options
considered and
rejected
Do nothing: The Council would be left with no support for the
management of the education system which would seriously put
at risk the admissions process for the primary and secondary
school allocations.
Re-tender for a new system: Current plans outline a desire to
replace the system by the end of this new proposed contract
period. These plans include moving to a Liquidlogic solution or
going out to tender.
