Notice is hereby given that the following decision(s) have been made today by

Decision Approved
That the Leader of the Council , in conjunction with the
Cabinet Member for Planning, Housing & Growth agreed to:
1) Noted t he Ministry of Housing, Communities and
Local Government grant of £1,941,407 for rough
sleeping prevention and recovery.
2) Extend the existing provision of First Stage
Accommodation at Olympic House to Trinity
Homeless Projects from 1 st April 2025 to 31 st March
2026 at a value of £331,576.
3) A single tender action for the continued provision of
a referral service for up to 50 people to Trinity
Homeless Projects from 1 st April 2025 to 31 st March
2026 at a value of £50,000.
4) A contract extension for the provision of night- time
services and support which supports rough sleepers
at Heathrow Airport from 1
st April 2025 to 31st March
2026 at a value of £75,000.

5) A contract extension for an independent crisis social
work service which support s rough sleepers at
Heathrow Airport from 1 st April 2025 to 31 st March
2026 during working hours, at a value of £80,907.
6) A contract extension for the provision of a floating
support service to Trinity Homeless Projects from 1st
April 2025 to 31st March 2026 at a value of £129,000.
7) A contract extension for the provision of an
Outreach/In-Reach Service for Rough Sleepers to
Thames Reach Charity from 1st April 2025 to 31st
March 2026 and at a value of £349,713.
Reason for decision The year’s award will allow Hillingdon Council to build on the
existing prevention and support for Rough Sleep ers and to
continue collaborative working practices with the voluntary
sector to secure further support to deliver on the target
outcomes of this funding.
The services being commissioned are to support vulnerable
residents and are in line with Hillingdon’s recently approved
temporary accommodat ion strategy to reduce levels of
homelessness by providing support to access settled
accommodation.
The award allows Hillingdon to continue with providers where
the Council has an established relationship to provide ongoing
embedded services to address and prevent rough sleeping in
the Borough, to deliver improved life chances for those at risk of
homelessness and / or rough sleeping.
Alternative options
considered and
rejected
One alternative to current practice would be to bring the service
inhouse and operate this from within the Housing Needs service.
This would increase costs, would not be feasible based on
current inhouse resources and req uire bespoke additional
training rather than bespoke services who already work within
this remit. Charities are also proven to have better engagement
with complex and entrenched rough sleeping cohorts and thus
the same measure of success with ‘ Council’ staff may not be
achieved.

The confirmation of grant funding from MHCLG was not
announced until December 2024, and therefore there was
insufficient time to tender for th e coming financial year .
However, in anticipation of a three- year funding allocation, and
to ensure best value for money, officers will tender during
2025/26 to create options for contracts with providers for next
year and the future 5 years as MHCLG develop proposals for
how funding will be allocated from 2026/27. Any final award of
contracts will be subject to confirmation of grant funding from
MHCLG and approval by Cabinet.
