Executive Decision Notice – 31 May 2022 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision Contract Awards for Rough Sleeper Services Reference No. 510 Date of decision Tuesday 31 May 2022 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committee(s) Residents’ Services Relevant Ward(s) All Decision made Cabinet Members making the decision The Leader of the Council in conjunction with the Cabinet Member for Residents’ Services That the Leader of the Council , in conjunction with the Cabinet Member for Residents’ Services: 1. Awarded a contract for First Stage Accommodation to Trinity Housing Projects for the period 1 June 2022 to 30 March 2025 for a maximum of £1,037,967 by Single Tender. 2. Awarded a contract for Heathrow Security to Heathrow Airport Ltd for the period 1 April 2022 to 31 March 2025 for £300,000 by Single Tender. 3. Awarded a contract for Heathrow based Social Services Team to Heathrow Travel Care for the period 1 April 2022 to 31 March 2025 for £269,690 by Single Tender. 4. Awarded a contract for a Mental Health Social Worker to Central and North- West London NHS Foundation Trust (CNWL) for the period 1 April 2022 to 31 March 2025 for a total of £95,509 by Single Tender to be jointly funded by CNWL. Awarded a contract for floating support and complex needs caseworker for on e year to Trinity Homeless Projects for £124,630 by Single Tender. 6. Awarded a contract for outreach/inreach and personal budget for one year to Thames Reach for £336,801 (including £20,000 personal budget) by Single Tender. Reason for decision These decisions made will enable the Council to deliv er essential Rough Sleeper Services by awarding contracts to the third-party organisations involved in delivery of these services. The certainty provided by a multi -year programme allows for a longer-term strategic approach to ending rough sleeping in the Borough, building on previous progress and moving to supporting long term recovery and ultimately preventing rough sleeping. Alternative options considered and rejected None. Classification The report relating to this matter was declared as exempt from publication as it involved the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contained information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighed the public interest in disclosing it. This decision was taken under special urgency procedures and deemed urgent by the Leader of the Council. The reason for urgency was to ensure the Council can make timely decisions in respect of services to support rough sleepers in the Borough.
