Putting our Residents First The request can be considered as part of the Council’s annual programme of road safety initiatives. Financial Cost The cost associated with the recommendations to this report is estimated at £458 and will be met from existing revenue budgets for the Transportation Service. Relevant Select Committee Property, Highways and Transport Relevant Ward(s) Hayes Town Cabinet Member Report – 26 May 2022 Page 2 Part 1 - Public RECOMMENDATIONS That the Cabinet Member for Property, Highways and Transport: 1) Consider the objection received from the statutory consultation for the proposed ‘At Any Time’ waiting restrictions on Townfield Road, Hayes; and 2) Approve the amended proposal to ‘At Any Time’ waiting restrictions o n Townfield Road, as shown on Appendix C. Reasons for recommendation To improve access on Townfield Road whilst still maintaining parking for residents. Alternative options considered / risk management The Council could decide not to proceed with the installation of the ’At Any Time’ waiting restrictions as advertised. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. Townfield Road is a residential road within the new Hayes Town Ward. Townfield Road joins East Avenue with Central Avenue and Church Road with 5 cul -de-sacs off it. There are existing double yellow lines already in place on its junction with four of the cul -de- sacs and vehicles are allowed to park with two wheels on the footway. A plan of the area is shown on Appendix A to this report. 2. The Council received a request from a local resident signed by four of the affected houses asking for the double yellow lines to be extended between Sixth Avenue and Central Avenue to remove obstructive parking on Townfield Road. As a consequence, a detailed site investigation was undertaken by Council officers. 3. Officers observed that vehicles were parking on the footway all the way down from the end of the existing double yellow lines outside No 16 – 22 Townfield Road. These vehicles restricted access for pedestrians as they were parked over most of the footway leaving little space for pedestrians and no space for buggies or wheelchairs. Most of the vehicles were observed to be large vans. They also restricted sightlines for vehicles exiting Sixth Avenue. 4. As a result of the site observations a proposal was developed to extend the double yellow lines down to Central Avenue on one side of the road. This will still maintain parking in the rest of the road but improve access and visibility. The proposed waiting restrictions are shown on the plan attached as Appendix B of this report. The previous Cabinet Member agreed to take the proposal through the statutory 21-day consultation process, which involved the placing of advertisements in the local press and the display of public notices on site. During this period the Council received one objection to the proposal. 6. The objector stated "I would like to inform you that I have two cars at my property; one car parked on my home driveway, and the second car, we park on the road. I have three kids and they go to school every day, for which, I use the car parked outside my front door. This is my humble request; please don’t install double yellow lines in front of my property as this will be a serious issue when I’m parking my second car, and it will also disrupt my kid's daily routine. Additionally, when cars pass, they drive fast (30 – 50mph). I noticed when I have my car parked at the front of my house, they pass slow, but if I don’t have my car parked there, they increase the speed which is very dangerous for my kids.”. 7. The objector to the proposals resides in one of the properties that originally asked for yellow lines, in order to remove large vehicles from parking on footways and restricting access. 8. The relevant local Ward Councillors of the former Townfield Ward were consulted, Councillor Peter Curling (re -elected to the new Hayes town Ward) responded with support for the proposal to shorten the original proposal. 9. After careful consideration of comments received from the statutory consultation and the views of the local Ward Councillors; it is recommended that the Cabinet Member agrees to proceed with the amended proposal for ‘At Any Time’ waiting restrictions in Townfield Road in Appendix C to this report. Financial Implications The cost associated with the recommendations to this report is estimated at £458 and will be met from existing revenue budgets for the Transportation Service. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? The effect of introducing the amended proposal for waiting restrictions on Townfield Road will be that access and safety is maintained whilst maintaining parking for residents. Consultation carried out or required Consultation has been carried out on this proposal through a notice on site and in the local press. Local Ward Councillors have also been consulted. Cabinet Member Report – 26 May 2022 Page 4 Part 1 - Public CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Borough Solicitor confirms that there are no legal impediments to the Cabinet Member agreeing the recommendations set out in the report which are in accordance with the outcome of the statutory consultation. Infrastructure / Asset Management There are no property implications resulting from the recommendations set out in this report. Comments from other relevant service areas None at this stage.
