Putting our Residents First The request can be considered as part of the Council’s annual programme of road safety initiatives. Financial Cost The cost associated with the recommendations to this report is estimated at £476 and will be funded by existing revenue budgets within the Transportation Service. Relevant Select Committee Property, Highways and Transport. Relevant Ward(s) Wood End. RECOMMENDATIONS That the Cabinet Member: 1. considers the objection received from the statutory consultation for the proposed ‘At Any Time’ waiting restrictions on the junction of Tudor Road and Normandy Drive, Hayes. 2. approves the amended proposal for ‘At Any Time’ waiting restrictions on the junction of Tudor Road and Normandy Drive, as shown on Appendix C. Cabinet Member Report – 12 September 2022 Page 2 (Part 1 Public) Reasons for recommendations To improve access on Tudor Road and Normandy Drive while still maintaining parking for residents. Alternative options considered / risk management The Council could decide to proceed with the installation of the ’At Any Time’ waiting restrictions as advertised. Democratic compliance / previous authority None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. Tudor Road and Normandy Drive are residential roads within Wood End Ward. Tudor Road is one of the main routes that runs north to south from Judge Heath Lane to Wood End Green Road, while Normandy Drive runs east to west linking Tudor Road with Bishops Road. Rosedale Academy is located on Wood End Green Road, educating children of all ages. A plan of the area is shown on Appendix A to this report. 2. The Council received a request from a local resident asking for measures to remove obstructive parking on the junction. As a consequence, a detailed site investigation was undertaken by Council officers. 3. Officers observed that vehicles were parking on the junction. These vehicles restricted sight lines on Tudor Road for vehicles exiting Normandy Drive. 4. As a result of the site observations, a proposal was developed to install double yellow lines on the junction. This would still maintain parking in the rest of the road but improve access and visibility. The proposed waiting restrictions are shown on the plan attached as Appendix B of this report. 5. The Cabinet Member agreed to take the proposal through the statutory 21-day consultation process, which involved the placing of advertisements in the local press and the display of public notices on site. During this period, the Council received one objection to the proposal. 6. The objector stated " We strongly oppose these double yellow lines. The main reason is that it will further reduce the availability of on-street car parking. As a two-car household and the only household in the concerned area without a driveway, we rely on on-street car parking for our and our visitors’ usage. The proposed double yellow lines will increase the difficulty in finding suitable parking in an already congested area. We Cabinet Member Report – 12 September 2022 Page 3 (Part 1 Public) acknowledge that there are sometimes obstructions however, these are caused by cars not belonging to people in the surrounding homes. As neighbours, we respect each other’s spaces and park courteously. Obstructions are extremely rare and do not warrant a disproportionate and permanent measure such as that proposed.” 7. The local Ward Councillors have been consulted and no concerns were expressed by them. 8. In view of the concern with the need for parking in the area, it is suggested that the proposal is reduced slightly on Normandy Drive to maximise the available kerbside space without compromising road safety or sight lines. The revised proposal is shown as Appendix C to this report. 9. After careful consideration of comments received from the statutory consultation and the views of the local Ward Councillors; it is recommended that the Cabinet Member approves the progression of the revised proposal for ‘At Any Time’ waiting restrictions on the junction of Tudor Road and Normandy Drive in Appendix C to this report. Financial Implications The cost associated with the recommendations to this report is estimated at £476 and will be funded by existing revenue budgets within the Transportation Service. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? The effect of introducing the proposed waiting restrictions on Tudor Road and Normandy Drive will be that access and safety is maintained whilst maintaining parking for residents. Consultation carried out or required Consultation has been carried out on this proposal through a notice on site and in the local press. Local Ward Councillors have also been consulted. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Borough Solicitor confirms that there are no legal impediments to the Cabinet Member agreeing the recommendations set out in the report which are in accordance with the outcome of the statutory consultation.
