Putting our Residents First The request can be considered as part of the Council’s annual programme of road safety initiatives. Financial Cost The cost associated with the recommendations to this report is estimated at £ 1,500 and will be m anaged within existing revenue budgets for the Transportation Service. Considers the objections received from the statutory consultation for the proposed School Keep Clear m arking and limited waiting restrictions on Wood End Green Road, Hayes; 2. Approves the introduction of the propos ed School Keep Clear marking and limited waiting restrictions o n Wood End Green Road, Hayes as shown in Appendix B; and 3. Asks officers to undertake statutory consultation on a proposal to install additional limited time waiting restrictions on Wood End Green Road outside No 72 – 80 Wood End Green Road as in Appendix C. Alternative options considered/ risk management The Council could decide not to proceed with the installation of the School K eep Clear marking and limited waiting restrictions as advertised. Democratic compliance/ previous authority None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. Wood End Green Road is a mainly residential road within Wood End Ward. Wood End Green Road also benefits from a local shop, allotments, and Rosedale Academy is also located on the road. It is used as a route between Uxbridge Road and West Drayton Road. A plan of the area is shown on Appendix A to this report. 2. The Council received a request from Rosedale Primary School for additional School Keep Clear markings to help improve safety outside the school due to parked vehicles at school pick-up and drop-off times. As a consequence, a detailed site investigation was undertaken by Council officers. 3. Officers observed that t here are existing School Keep Clear markings outside other sections of the Academy but not outside one of the pedestrian entrances to the Primary School. Vehicles were observed parking directly outside the school causing traffic congestion and road safety concerns during the pick-up and drop-off times. 4. As a result of the site observations a proposal was developed to install an additional School Keep Clear marking and a small section of single yellow line operational 8am -10am and 2.30-4.30pm Monday to Friday, in order to keep this area clear and maintain safety outside the school entranc e. Parking provision will be maintained for residents and their guests during the evening and at weekends. The proposed School Keep Clear marking and limited waiting restrictions are shown on the plan attached as Appendix B of this report. 5. The Cabinet Member agreed to take the proposal through the statutory 21-day consultation process, which involved the placing of advertisements in the local press and the display of public notices on site. During this period the Council received two objections. 6. The first objector stated "t o my disappointment I cannot see any proposal to implement yellow lines or parking restrictions on the opposite side of the road. As I live directly opposite the school, I'm constantly having my driveway blocked for long periods of time and have had several altercations with parents leaving their cars parked and blocking my driveway access. It has become very stressful living here because of the limited parking enforcement on the road and mainly the opposite side of the school where there are currently no yellow lines and parents feel free to park and block driveways every day at Cabinet Member Report – 15 May 2023 Page 3 Part I - Public school time. I would appreciate if some consideration could be given to the four houses directly opposite the school which bear the brunt of abuse if challenging parent to not block us in. We would like double yellow lines. I would also object to the proposal outlined unless something is done to prevent parents parking on our side of the road. We will just be further bombarded with parents fighting over parking and blocking our driveways.” 7. From the commentary it appears that the first objector appears to be effectively withholding qualified support, unless the Council were to apply further waiting restrictions over and above those actually proposed. 8. The second objector stated “The residents of 72, 74, 76, 78 and 80 Wood End Green Road have met and discussed the new proposed School Keep Clear marking. We are not happy to have these. 9. The local Ward Councillors have been consulted and one has responded supporting additional restrictions on the other side of the road. 10. After careful consideration of comments received from the statutory consultation and the views of the local Ward Councillors; it is recommended that the Cabinet Member agrees to proceed with the proposed School Keep Clear marking and limited waiting restrictions in Wood End Green Road in Appendix B to this report, but also agrees to additional limited waiting restrictions outside No 72 – 80 Wood End Green Road as shown in Appendix C. Financial Implications The cost associated with the recommendations to this report is estimated at £1,500 and will be managed within existing revenue budgets for the Transportation Service. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities The effect of introducing the proposed School Keep Clear marking and limited waiting restrictions on Wood End Green Road will be that access and safety is maintained whilst maintaining parking for residents. Consultation carried out or required Consultation has been carried out on this proposal through a notice on site and in the local press. Local Ward Councillors have also been consulted. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Cabinet Member Report – 15 May 2023 Page 4 Part I - Public Legal The Borough Solicitor confirms that there are no legal impediments to the Cabinet Member agreeing the recommendations set out in the report which are in accordance with the outcome of the statutory consultation.
