Cabinet Member Decision Notice – 13 April 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 13 APRIL 2021 The Leader of the Council and the Cabinet Member for Health and Social Care ha ve made the following decision today: 1. THE LEADER OF THE COUNCIL AND THE CABINET MEMBER FOR HEALTH AND SOCIAL CARE ACCOMMODATION FOR OVER 18S (YOUNG PEOPLE IN THE CARE OF CHILDREN’S SERVICES) - SPOT PLACEMENTS CONTRACT NO.2 DECISION: That the Leader of the Council and Cabinet Member accept the recommendation to spot purchase accommodation placements with Stef and Philips for the provision of one property, with 5 studio apartments, to the London Borough of Hillingdon for a three-year period from 24 March 2021 to 23 March 2024 and at a value not exceeding £180,960. REASONS FOR THE DECISIONS MADE The decision made follows a review of the needs of the service and the requirement to move on a backlog of young people who have turned 18 and are ready to leave supported placements. The young people will be care leavers many of whom arrive as unaccompanied asylum -seeking children (UASC), for whom the Council has a responsibility until the age of 25 under The Children’s Act 1989 and The Leaving Care Act 2000. ALTERNATIVES CONSIDERED AND REJECTED To take no action; this would not lead to efficient use of resources and would create continued pressure on the Children’s Services budget, it would also reduce the Council’s ability to prepare the young person for independence through a clear pathway supported with appropriate accommodation and will lead to inefficient use of more expensive supported placement. FURTHER INFORMATION The report relating to this decision was declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in Tony Zaman, Corporate Director of Adults, Children and Young Peoples Services Sally Offin, Procurement Cabinet Member Decision Notice – 13 April 2021 withholding the information outweighs the public inte rest in disclosing it. DECISION AUTHORITY & IMPLEMENTATION Where required, these decisions have been taken under The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012. These decisions, unless called in, will come into effect from 5pm on Tuesday 20 April 2021. This is the formal notice by the Council of the above decisions.
