Capital Release Decision Notice – 14 April 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 14 APRIL 2021 The Leader of the Council, the Cabinet Member for Property and Infrastructure and the Cabinet Member for Finance have made the following decision today: 1. THE LEADER OF THE COUNCIL, THE CABINET MEMBER FOR PROPERTY AND INFRASTRUCTURE, AND THE CABINET MEMBER FOR FINANCE HOUSING REVENUE ACCOUNT WORKS TO STOCK 2021/22 – UNDERPINNING, MASONRY AND REINSTATEMENT WORKS, 13 AND 15 OAKWOOD ROAD, HA5 3UD. AWARD OF CONTRACT AND CAPITAL RELEASE RELEASE NO: 2 DECISION: FULL APPROVAL That the 1. Leader of the Council and the Cabinet Member for Property and Infrastructure accepted the tender from Lynch Project Services Limited for the provision of the underpinning, masonry and reinstatement works – Oakwood Road to the London Borough of Hillingdon for an 18-week period at the value of £162,080; and 2. Cabinet Member for Property and Infrastructure and Cabinet Member for Finance agreed to the capital release request of £203k inclusive of contingency and fees from the Structural Work -Stream within Housing Revenue Account Works to Stock programme 2021/22 capital budget for the underpinning, masonry and reinstatement works at 13 and 15 Oakwood Road, HA5 3UD (Appendix A of the associated report). REASONS FOR THE DECISIONS MADE In order to ensure value for money and compliance with the Council’s Standing Orders and Procurement Guidelines, the London Borough of Hillingdon is seeking to appoint one (1) suitably experienced and qualified contractor to undertake the underpinning, repairs to masonry and reinstatement works at two properties - 13 and 15 Oakwood Road in Northwood Hills. These are a block of maisonettes and the works will ensure that the tenants and residents are able to enjoy structurally sound homes upon completion of the underpinning works. The works comprise, principally, of the following: Perry Scott, Director of Infrastructure, Procurement, Business Improvement, Communications, Waste Services and ICT Gary Penticost, Residents Services Capital Release Decision Notice – 14 April 2021 • Specialist piled underpinning to the east and west (front and rear) walls, internal walls, and ground floor slab to those parts of the block which contains Flat No's 13 and 15. • To carry out internal and external cosmetic repairs to brickwork and finishes, including stitching of cracking, use of Helifix stainless steel ties, easing and adjusting of doors etc. • To strip out and reinstate ground floor flat to accommodate the works including furniture, storage, etc. • To carry out associated internal and external redecoration and works to Flat No.15 The Council anticipates the programme to commence in early 2021 and to be completed in within an 18-week contract period. ALTERNATIVES CONSIDERED AND REJECTED Moving away from the larger type of delivery c ontracts gives greater flexibility to deal with risks associated with poor contractor performance. This approach will enable more specialist contractors to deliver installations at lower costs. FURTHER INFORMATION That this report be declared as ex empt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to the financi al or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighs the public interest in disclosing it. NOTES FOR OFFICERS ACTIONING CAPITAL RELEASE DECISIONS (APPROVAL / HOLD / MORE INFORMATION / NO DECISION YET): • Approved - Where project approval has been given, these funds will be released by corporate finance in due course. • On Hold - Where funding for projects have been put on hold by the Cabinet Members, then these cannot be progressed at this current time and no capital funds will be released to progress them. You may wish to consult with your relevant Cabinet Member. More information required - Where projects require further information, the Cabinet Members are still yet to make their formal decision – it is therefore effectively in suspension. If you wish your project(s) to proceed then you should provide further details about them to Corporate Finance. Capital Release Decision Notice – 14 April 2021 DECISION AUTHORITY & IMPLEMENTATION Where required, these decisions have been taken under The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012. These decisions, unless called in, will come into effect from 5pm on Wednesday 21 April 2021. This is the formal notice by the Council of the above decisions.
