Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision Housing Revenue Accounts Works to Stock Programme 2021/22: Communal Heating Work-Stream - Replacement of Communal Boilers at Wallis House, Sheltered Housing Scheme, Ruislip, and Associated Capital Release (Release No 25) Reference No. 213 Date of decision 14 July 2021 Call-in expiry date 5pm, on Wednesday 21 July 2021 Relevant Select Committee(s) Corporate, Finance & Property Relevant Ward(s) West Ruislip Decision made Cabinet Members making the decision Councillor Jonathan Bianco - Cabinet Member for Property & Infrastructure Councillor Martin Goddard - Cabinet Member for Finance DECISION APPROVED That the Cabinet Member for Finance and Cabinet Member for Property & Infrastructure: 1) accept the tender and approve the award of contract for the replacement of communal boiler at Wallis House, Sheltered Housing Scheme, Ruislip to Laker Building Management Solutions Limited at a cost of £141k; 2) agree to the capital release requests of £162k from the Communal Heating work -stream within the Housing Revenue Accounts Works to Stock Programme 2021/22 capital budget for the replacement of communal boilers at Wallis House, Sheltered Housing Scheme, Ruislip (Appendix A). Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk Reason for decision The existing boiler plant at this site is now increasingly difficult to maintain due to unavailability of spare parts, rendering the plant uneconomical to repair and effectively obsolete. Industry standards suggest that, with regular servicing and maintenance, communal boilers have a typical life expectancy of around 15- 20 years. The boilers at this site are 20+ years old, operating beyond their serviceable life, outmoded and inefficient when compared to modern equipment. Alternative options considered and rejected Continue to maintain the plant with whatever spares are available and / or have bespoke parts manufactured. This may see the plant become inoperative whilst parts are found or manufactured, leaving vulnerable people without heating or hot water for extended periods of time. Classification Report exempt from publication That this report be declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighs the public interest in disclosing it.
