Executive Decision Notice – 07 June 2022 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision CAPITAL RELEASE REPORT (May 2022) DEPARTMENT: Place SERVICE AREA / PROGRAMME: Housing Revenue Accounts Works to Stock Programme 2022/23: Communal Heating Work-Stream – Replacement of Communal Boilers at Triscott House, Hayes and Associated Capital Release RELEASE NO: 8 Reference No. 491 Date of decision Tuesday 07 June 2022 Call-in expiry date 5pm, Tuesday 14 June 2022 Relevant Select Committee(s) Property, Highways & Transport Select Committee Relevant Ward(s) Hayes Town Decision made Cabinet Members making the decision Councillor Jonathan Bianco – Cabinet Member for Property, Highways and Transport Councillor Martin Goddard – Cabinet Member for Finance Approved That the Cabinet Mem ber for Finance and the Cabinet Member for Property Highways and Transport: 1) Approved the award of contract for the replacement of communal boilers and associated works at, Triscott House, Extra Care Housing Building in Hayes to Lakers BMS Ltd, heat ing contractor at a cost of £131,121; and 2) Agreed to the capital release requests of £151k from the Communal Heating work -stream within the Housing Revenue Accounts Works to Stock Programme 2022/23 capital budget for the replacement of communal boilers at T riscott House, Extra Care Building in Hayes. Reason for decision The existing heating and hot water system use d a combined heat and power unit (CHP) with back up gas boilers. The CHP Executive Decision Notice – 07 June 2022 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk unit had been condemned and was beyond repair. Furthermore, the existing gas powered back up boilers were leaking and increasingly more difficult to maintain and repair. The heating and hot water plant therefore required replacement to ensure system reliability and to ensure services were maintained to this care facility. Alternative options considered and rejected The system des ign d id not allow the use of Air Source Heat Pumps, due to the low temperature produced that are required for internal Heat Inface units, which requires temperature of 75c as a minimum.
