Executive Decision Notice – 20 February 2024 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision IN SOURCING OF A REGISTERED CARE HOME - LOWDELL CLOSE, YIEWSLEY TO ADULT SOCIAL CARE – DIRECT CARE SERVICES Reference No. 1046 Date of decision Tuesday 20 February 2024 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committees Health and Social Care Select Committee Relevant Ward Yiewsley Decision made Cabinet Members making the decision The Leader of the Council, and on behalf of the Cabinet Member for Health and Social Care and the Cabinet Member for Property, Highways and Transport APPROVED That Leader of the Council, and on behalf of the Cabinet Member for Health and Social Care and the Cabinet Member for Property, Highways and Transport: 1. Approved the in -sourcing of the Registered Care Home – Lowdell Close for Adults with learning disabilities and complex needs due to the current care provider Community Integrated Care [CiC] giving notice to the Council; 2. Agreed to the TUPE transfer of existing staff working in the Registered Care home to the Council; and 3. Approved the assignment of the current lease at 186/188 Lowdell Close, West Drayton UB7 8RA, leading to the Council becoming the new tenant of the premises. Reason for decision The Leader and Cabinet Members considered an urgent report regarding the in sourcing of a Registered Care Home for people with learning disabilities – Lowdell Close in Yiewsley. The current care provider, Community Integrated Care (CiC) have given notice to the Council that they will no longer provide care and support services in Hillingdon. Executive Decision Notice – 20 February 2024 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk This Registered Care home is a 4 bedded service providing 24- hour care to adults with learning disabilities and very complex needs, with all places commissioned by the Council. The service is rated by CQC as Requires Improvement. The report proposed that the Council’s Adult Social Care directly provide the service going forward to provide service continuity , because whilst work had been undertaken to source alternative accommodation, the registered provision is a reasonable service, settled staff and resident group, so it would be sensible to consider the service being provided by the Council in the short to medium term given for the benefit of those in the care home. Alternative options considered and rejected The London Borough of Hillingdon have two Learning disability residential homes in their portfolio, however, there are no current vacancies suitable for the 4 residents. Although alternative options have been explored, there are no suitable, cost-effective registered care providers to take this Care Home on at this time and moving settled individuals to a range of different settings would not be a legitimate or appropriate course of action. This decision was taken under special urgency procedures in the Council Constitution and deemed urgent by the Leader of the Council. Executive Decision Notice – 20 February 2024 Page 3 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk The reason for urgency is due to the importance of securing continuity of care and the likelihood that the present provider will withdraw their service imminently. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call -in period, was also granted by the Chair of the Health and Social Care Select Committee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
