Executive Decision Notice – 26 September 2022 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision DIRECT AWARD TO DELIVER THE ADULT SOCIAL CARE FUNDING REFORMS USING THE DEPARTMENT OF HEALTH AND SOCIAL CARE MARKET SUSTAINABILITY AND FAIR COST OF CARE GRANT A ND THE COUNCIL’S TRANSFORMATION FUNDS Reference No. 587 Date of decision Monday 26 September 2022 Call-in expiry date 5pm, Monday 3 October 2022 Relevant Select Committee Health and Social Care Select Committee Relevant Wards All Decision made Cabinet Members making the decision Councillor Jane Palmer – Cabinet Member for Health and Social Care Councillor Martin Goddard – Cabinet Member for Finance Approved That the Cabinet Members: 1) a greed that Grant Thornton be commissioned to support the delivery of the Adult Social Care funding reforms in the Borough, by assisting in 3 of the workstreams involved , namely Fair Cost of Care and Marke t Management / Sustainability, Charging Reforms and Financial Assessment Review. 2) a greed th at the Department of Health and Social Care (DHSC) grant available for implementing the reforms (equating to £175,000) and funds from the Council’s Transformation budget (£26,000) be used to meet the total cost of Grant Thornton’s proposal. Reason for decision Grant Thornton’s proposal fulfils the requirements and deliverables of the Fair Cost of Care reforms and the workstreams will be led by an experienced Social Care Lead Officer in their team, enabling the Council to meet the deadlines in completing a cost of care exercise and publishing a Market Sustainability Plan (MSP) as required by the Executive Decision Notice – 26 September 2022 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk DHSC. The outcome of the Cost of Care exercise is to be completed and provided to the DHSC by 14 October 2022. T he provisional Market Sustainability also has to be supplied to the DHSC and published on the Council ’s website by this date with a final version required by February 2022. Alternative options considered and rejected An alternative provider was appro ached but they were unable to provide the necessary briefing and costed proposal to enable the Council to meet the deadlines of the grant funding set by the DHSC. Undertaking this work “in house” within the Council was examined as part of the project risk assessment but was considered impractical due to the significant requirements associated with the exercise. Classification That this report be declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighs the public interest in disclosing it. Upon receipt of a valid call-in request, Democratic Services will immediately advise the relevant officer(s) and the decision must then be put on hold.
