Notice is hereby given that the following decision(s) have been made today by

Decision Approved
The Cabinet Member for Finance and Transformation:
1. Agreed to accept the Capital Food Waste Collection
grant funding of £60 6,837 from the Department for
Environment, Food & Rural Affairs (DEFRA), noting
that this will be reported to Cabinet for ratification.
2. Accepted the tender from FARID HILLEND
ENGINEERING LIMITED for a one off purchase to
supply 3 x 11- 12T diesel food waste vehicles at a
total cost of £349,962
3. Agreed to increase the Council’s 2025/26 General
Fund Capital Programme by £60 6,837 to be fully
funded by the DEFRA Capital Food Waste
Collection grant, with this decision to be ratified by
Cabinet.
4. Approved the capital release of £349,962 to fund the
purchase of the three food waste vehicles.
Reason for decision Food waste is a core collection stream in Hillingdon’s recycling
offer and results in lower gate fees (£12.79 per tonne) than any

other recycling stream e.g. black bin waste (£146.22 per
tonne), green waste (£40.18 per tonne) , mixed recycling
(£75.60 per tonne ). A grant of £409k has been provided by
central government to invest in the capital purchase of 3 x new
refuse vehicles to extend the scheme to all properties including
flats by the end of March 2026 enabling LBH to meet the new
‘Simpler Recycling’ legislative requirements.
Alternative options
considered and
rejected
An option to procure 3 or 4 was considered with approval to
continue to tender on the basis of 3.
Costs of the vehicles are not fully contained within the grant
funding and will provide a pressure on fleet budget. Longer
term the vehicle maintenance will increase, and vehicles will
require replacement in c.8 years. Refuse collection vehicles
also have significant damage costs which currently falls on the
fleet budget to cover. However, the saving by increasing the
amount of segregated food waste would be expected to
outweigh these additional costs.
