Special Urgency Decision Notice – 25 June 2024 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision Tennis Courts Upgrade at Moorhall Recreation Ground, Harefield Reference No. 1151 Date of decision Tuesday 25 June 2024 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committees Residents’ Services Select Committee Relevant Ward Ickenham & South Harefield Decision made Cabinet Members making the decision The Leader of the Council, and on behalf of the Cabinet Member for Residents’ Services and the Cabinet Member for Finance APPROVED That the Leader of the Council, and on behalf of the Cabinet Member for Residents’ Services and Cabinet Member for Finance: 1) Accept the grant award of £107,183.91 from the Lawn Tennis Association (LTA) Parks Tennis Renovation Grant for the upgrade of tennis courts at Moorhall Recreation Ground, noting this will also be reported to Cabinet. 2) Approve the direct award appointment of Aggregate Industries UK Ltd T/A Spadeoak via the LTA Framework ‘Framework for a Parks Improvement Programme’ via Lot 1 - Southwest London and Southeast to upgrade the tennis courts at Moorhall Recreation Ground, Hare field over a 6-week period from 26th June 2024 to 20th August 2024 at the value of £107,183.91. 3) Agree to the capital release request of £107,183.91 for the upgrade of tennis courts at Moorhall Recreation Ground. (Appendix A) Reason for decision These recommendations will improve and develop the Council’s tennis facilities and encourage further participation in tennis for Special Urgency Decision Notice – 25 June 2024 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk residents of all ages. The proposal has no financial impact upon the Council. The recommendation for the use of a single supplier achieves a prompt and responsive service whilst maximising good value in ensuring that these further four sites are of good standard and robust for residents Alternative options considered and rejected The Leader / Cabinet Members could decide not to accept the recommendations. This would mean that the planned renovation of Moorhall Tennis Court would not be implemented as the LTA Renovation Fund is a one- off grant. The site would remain in a poor standard and not suitable for playing tennis. This decision was taken under special urgency procedures in the Council Constitution and deemed urgent by the Leader of the Council. The reasons for urgency are that the recommendations have no financial impact on the Council , the work being fully funded by grant. The urgency arises out of the need to commence works by tomorrow. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call -in period, was also granted by the Chair of the Residents’ Services Select Committee.
