Executive Decision Notice – 26 September 2022 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision AWARD OF CONTRACT FOR FACE CORE ASSESSMENT TOOLS FOR HEALTH AND SOCIAL CARE Reference No. 559 Date of decision Monday 26 September 2022 Call-in expiry date 5pm, Monday 03 October 2022 Relevant Select Committee Finance and Corporate Services Select Committee Relevant Wards All Decision made Cabinet Members making the decision Councillor Ian Edwards – Leader of the Council Councillor Douglas Mills - Cabinet Member for Corporate Services Approved That the Leader of the Council and t he Cabinet Member for Corporate Services accept ed the single tender from Imosphere Ltd for the provision of the FACE Core Assessment tools for Health and Social Care to the London Borough of Hillingdon for a 2+1 year period effective from 1 August 2022 to 31 July 2025 and at a cost of £172,686.80 Reason for decision The FACE (Functional Analysis of Care Environments) assessment tools have been embedded into the adult social care systems and determine the eligibility of financial support that a resident is entitled to. There is no other off -the-shelf alternative that is compatible with the Council’s social care systems. The licence extension will provide continuity of service delivery. It will ensure that the Council remains compliant with the Care Act and provides a robust framework to evidence how personal budgets (financial support for care services) are derived and stand up to potential legal challenges. Alternative options considered and rejected The Cabinet Members could have decided to do nothing; this option was not recommended as it would have left the Council with no support for the social care assessments, following the expiry of the current contract.
