Decision Approved
That the Cabinet Member for Finance and the Cabinet
Member for Corporate Services:
1. A greed to the capital release request of £1,280,723
from the Corporate Technology and Innovation
Programme Budget f or the funding of the
Consolidating and Improving social care and
education systems programme of work.
2. Agreed to Capitalisation of i nternal resource as set
out in the report for implementation services of the
Consolidating and Improving social care and
education systems programme of work for the
duration of the project.
3. Furthermore, agreed to utilise posts via the LBH
Corporate Contract (Matrix) to resource posts for up
to 12 months to provide internal support and skills
for the project.

4. Authorised the Chief Digital & Information Officer, in
consultation with the Cabinet Member for Corporate
Services, to change the Consultancy supplier,
should this be required, during the implementation of
EYES.
Reason for decision Cabinet in March 2024 approved the decision to enter into a new
5+2+2+1 year contract with System C for the continued annual
software licences, support and maintenance for the current
Social Care Case Management system . This p rovides
opportunities to build a stronger longer -term strategic
partnership with the supplier and allows the ability to work
collaboratively to formulate a joint plan which will have
significant improvement in service delivery and productivity and
modernise Council services across Adults Social Care & Health,
Children’s Services and Digital & Intelligence Services.
The contract includes consolidating several of the Council’s
current Education systems and migrating into one Corporate
Early Years & Education System (EYES) solution, fully
integrated with the Social Care systems.
The report sought the release of £1,280,723 from the Corporate
Technology & Innovation Programme 2023/24 to 2028/29 for the
Consolidating & Improving Social Care & Education Systems
including the implementation of EYES.
Alternative options
considered and
rejected
Do nothing: this is not a viable option as the Council would be
unable to implement the EYES solution as detailed in the main
Cabinet report, approved 21/03/24.
Additionally, the 3 other
Education systems would still require upgrading to remain fully
supported, which will incur additional costs over the next 3
years, to remain fully supported with no tangible benefits.
