Notice is hereby given that the following decision(s) have been made today by

Decision Approved
That the Cabinet Member for Finance:
1) Approve the variation to procurement approach for
AM1 consulting services during the project from the Bloom
framework to direct award. There is no additional cost
related to this recommendation.
2) Agree to the capital release request of £400k from the
2023/24 Corporate Technology & Innovation programme
budget for the Oracle Cloud Future of Financial Systems
project - Appendix A.
3) Agree to vary the current contract with Evosys
Mastek for the provision of System Implementation
Services to the London Borough of Hillingdon to include
additional system solutions to the Council for a period of 11
months from 1 September 2023 to 31 July 2024 concurrent
with the original contract and at the supplementary cost of
£190,000.
4) Agree to vary the current contract with Oracle Ltd for
the provision of Oracle Guided Learning – Managed Service
to the London Borough of Hillingdon to include additional
licences to the Council for a period of 12 months from 1
September 2023 to 31 August 2024 concurrent with the
original contract and at the estimated supplementary cost
of £56,691.73.

5) Approve the procurement of Change Agent support
to the Oracle Cloud project.
a. Approve the estimated cost of £140,000 for the
project (estimated 200 days at £700 per day – range £600 to
£700 per day).
b. Approve that the change agent is appointed via AM1
consulting to ensure that consistent Programme
management is maintained of the additional resources
required to support the Financial Systems Project.
6) Agree to the capital release request of £300k from the
2023/24 general capital contingency for funding the Oracle
Cloud Future of Financial Systems project to enhance
interfaces and integrations with other systems and
facilitate the release of additional efficiencies through the
Oracle Programme – Appendix B.
Reason for decision
The Cabinet Member approved the necessary contractual and
funding decisions to support the Council's investment in updating
its core fin ancial systems and will ensure that the necessary
infrastructure is in place for the Finance Directorate to support
the move towards a modern, well-managed, digital Council. The
transformation will ensure that effective financial management
can be delivere d in the most efficient manner and therefore
support the Council’s wider efforts to benefit residents, service
users and communities.
