Putting our Residents First This report supports the Council objective of Our People. Results of the consultation will be considered in relation to the Council’s strategy for parking in residential areas. Financial Cost The estimated cost associated with the recommendations to this report is £2,00 0 and will be managed within existing revenue budgets for the Transportation Service. Relevant Select Committee Property, Highways and Transport Select Committee Relevant Ward(s) Hillingdon East RECOMMENDATIONS That the Cabinet Member for Property, Highways and Transport: 1) Notes the responses received to the informal consultation on a possible one-way system in New Broadway, Uxbridge. 2) Instructs officers to undertake a 21-day statutory consultation on a possible one- way working in New Broadway, Uxbridge, following discussions with local Ward Councillors. Cabinet Member Report – 15 August 2022 Page 2 Part 1 - Public Reasons for recommendations The recommendation reflects the responses received to the informal consultation and the views of local Ward Councillors. Alternative options considered / risk management The Council could decide not to proceed with progressing the possible one- way system in New Broadway, Uxbridge to statutory consultation and instead maintain the existing arrangements. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Cabinet Member will be aware of discussions between residents, local Ward Councillors and the former Cabinet Member for Public Safety and Transport regarding issues with road safety in the area around New Broadway . One suggestion to improve road safety was that New Broadway should be made one- way from Denziloe Avenue, past Parkfield Avenue to Uxbridge Road. Following these discussions, officers were asked to carry out an informal consultation on whether residents and businesses would support a one-way working in New Broadway. 2. New Broadway is located adjacent to Uxbridge Road and comprises of a mix of residential properties and various local shops and services which make New Broadway a popular place to park throughout the whole day. New Broadway is separated from Uxbridge Road by a raised pavement along the length of the service road. 3. At present, vehicles can travel in both directions along New Broadway. Vehicles exiting Parkfield Avenue into the New Broadway can turn both left and right. From officers’ observations and testimony provided by ward councillors, the majority of cars appear to travel in one direction, but there are cars which do turn to wards Denziloe Avenue most likely to access Uxbridge Road north bound. A one-way system in New Broadway, as seen in many other service roads along Uxbridge Road, would mean that vehicles driving through New Broadway would either exit by turning left into Parkfield Avenue or via the traffic lights onto the south bound carriageway of Uxbridge Road. Drivers who may currently exit Parkfield Avenue towards Denziloe Avenue to turn right onto Uxbridge Road would need to find an alternative route. 4. As a result of the road safety concerns raised by residents, Ward Councillors and the Cabinet Member, residents and businesses in the area were sent a letter, questionnaire, plan of a possible one- way system and a pre- paid envelope asking if a one- way system in New Broadway would be something they would support. 5. Overall, the results showed a response rate of 27%, where the majority of responses supported the proposals; 36 responses indica ted support for one-way working and 16 Cabinet Member Report – 15 August 2022 Page 3 Part 1 - Public responses indicated they were happy with the current arrangements . The results of the informal consultation can be seen in the table attached to this report as Appendix A. 6. Deeper analysis of the results showed that most of the responses in support of a one-way system came from Parkfield Avenue where only four of the 27 responses received were not in favour. In New Broadway, the results were balanced and in Denziloe Avenue, nine responses indicated support for the proposals whereas eight were not. 7. The questionnaire also had space available for households and businesses to provide further comments. Responses in support of the proposals suggested that a one-way working would create a safer environment for pedestrians, although there were some concerns raised that the proposals could potentially result in increased vehicle speeds in New Broadway and Parkfield Avenue. 8. Responses which did not support to a possible one-way system showed that some businesses were concerned about the inconvenience it could cause customers and delivery vehicles, with one residential household advising that they have never noticed a problem with safety here. A few of the comments also advised that a one- way system would increase congestion as the volume of vehicles using Denziloe Avenue to access the north bound carriageway of the Uxbridge Road. Some residents suggested that traffic congestion would just transfer onto Parkfield Avenue, Denziloe Avenue and Charville Lane West. Changes such as a one -way system will inevitably have an impact on the local highway network and as a consequence, there could be a displacement of traffic where alternative routes are being sort. 9. The results of the informal consultation have been shared with local Ward Councillors who have noted the responses both supporting and objecting to a possible one- way system and have acknowledged the concerns made by residents and businesses. However, w ard councillors have advised they are minded to support the proposals and would like officers to progress a proposal for a one-way system in New Broadway, Uxbridge to formal consultation. Residents and businesses will have a further opportunity to raise any concerns they may have during a 21-day statutory consultation. 10. A location map is also attached. Financial Implications The estimated cost associated with the recommendations to this report is £2,000 and will be managed within existing revenue budgets for the Transportation Service. If a scheme is subsequently approved for implementation, the costs will be eligible for capitalisation subject to the relevant Capital Release protocols. If the recommendations to this report are agreed then the Council will organise for formal consultation to take place. CORPORATE CONSIDERATIONS Corporate Finance Corporate finance has reviewed the recommendations to this report and concurs with the financial implications as set out above.
