Cabinet Member Report – 17 March 2023 Page 2 Part 1 - Public Reasons for recommendations The recommendations reflect the responses received to the consultation with residents and businesses in New Broadway, Uxbridge. Alternative options considered / risk management The consultation with residents offered the option to maintain the current two-way working arrangement. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Cabinet Member will be aware of the recent informal consultation which took place with residents and businesses of New Broadway, Denziloe Avenue and Parkfield Avenue, Uxbridge asking whether they would support a possible one-way working on New Broadway. This stemmed from discussions between residents, local Ward Councillors and the former Cabinet Member for Public Safety and Transport regarding concerns over road safety and suggestions on what improvements can be made. 2. An informal consultation was undertaken to see whether a one- way working in New Broadway would be supported. The results of the informal consultation were shared with local Ward Councillors and the Cabinet Member for Property, Highways and Transport who decided that the proposal should be progressed to formal consultation. 3. The 21-day statutory consultation was undertaken in the usual manner. Public notices were displayed on site and the proposals advertised in the local newspaper with details on how to comment on the plans. Residents and businesses were sent a detailed plan and a letter explaining how they can comment on the proposals. The 21-day statutory consultation period started on 9 th November and ended on 30th November 2022. 4. A letter and a plan were delivered to residents indicating where signs could be located if a scheme were to be supported that prohibits vehicles from traveling north-westwards on New Broadway. At the start of New Broadway at the junction of Denziloe Avenue as well as opposite the junction to Parkfield Avenue, one-way signs would be required. A no right turn was proposed in Parkfield Avenue to advise drivers that th ey must turn left on to New Broadway, and no entry signs would need to be placed where required. 5. 14 comments were received during the formal consultation period. 10 comments were received from residents of Denziloe Avenue, eight of which objected to the proposal and two expressed concerns at the proposal and suggested additional measures would be needed in order to promote road safety. Four of the comments were from residents in Parkfield Avenue all of which supported the proposal. Cabinet Member Report – 17 March 2023 Page 3 Part 1 - Public 6. There was a common consensus among residents who objected to the proposal that a one-way working would have negative implications for residents in Denziloe Avenu e. Residents advised that Denziloe Avenue is already used as a route for vehicles wanting to turn right on to Uxbridge Road towards the town centre, and a one -way system w ould just encourage cars in New Broadway to drive down Parkfield Avenue and increase the traffic in Denziloe Avenue. Residents were also concerned that congestion on Uxbridge Road would increase due to cars having to queue to access New Broadway , as some cars in Denziloe Avenue would obstruct the entrance to New Broadway in an attempt to edge forward onto the road. A few of the comments received in objection to the proposal also advised that a one- way system alone would not improve road safety, and additional measures would be needed such as a 20mph speed limit. 7. Residents who commented in support of the proposal all reside in Parkfield Avenue. The responses advised that cars often speed in New Broadway and the current two- way working means this is a danger to road safety. It was noted that the service road is narrow, and the current system could put parents and their children who attend the nearby schools at risk. In contrary to the concerns of residents in Denziloe Avenue, one comment advised that a one- way system would help ease congestion as it would get rid of the bottle neck at the junction of Uxbridge Road and Denziloe Avenue and the traffic would therefore flow better. 8. The comments received during the statutory consultation period have been shared with local Ward Councillors , and the Cabinet Member for Property, Highways and Transport ; on balance, the latter does not feel there is enough support for the proposals to be implemented. It is therefore recommended that no further action is taken in implementing a one-way working in New Broadway, Uxbridge. Financial Implications There are no direct financial implications associated with the recommendations to this report. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities To change the two-way working in New Broadway, Uxbridge to a one-way working from Denziloe Avenue, past Parkfield Avenue up to Uxbridge Road, based on the road safety issues reported and discussions with residents, local Ward Councillors and the Cabinet Member. Consultation carried out or required Residents and businesses in Denziloe Avenue, New Broadway and Parkfield Avenue were formally consulted to see if they would support the two-way working in New Broadway changing to a one-way system. Cabinet Member Report – 17 March 2023 Page 4 Part 1 - Public CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal Legal Services confirm that there are no legal impediments to agreeing the recommendations set out in this report, which are in accordance with the outcome of the statutory consultation. Traffic is already busy on Denziloe Avenue, with many motorists travelling far too fast. Increasing the volume of traffic without bringing in other restrictions will make Denziloe Avenue a more hazardous place for the many families with young children that live here or access the schools in the area. Whilst not opposed to the one-way system, I feel a 20mph speed limit (as in common on the rest of the estate) should be implemented, with speed-curbing measures as necessary. Without implementing a 20mph speed limit, there will be an increased danger of the foot-traffic in the area. Just to clarify the 20mph speed limit I was referring to would be for Denziloe Avenue. Considered as part of this report, see paragraph 6. Denziloe Avenue Object I feel the proposal will only increase traffic down Denziloe which is now being heavily used throughout the day and also night time and very early hours of the morning. It is exceptionally busy with car traffic and car parking around the morning and afternoon hours going to and coming from the school on the opposite side of Uxbridge Road. Already Denziloe is used by other streets wanting to turn right to Uxbridge Road. Also a possibility of traffic using the one way as an extension of the Uxbridge Road. Considered as part of this report, see paragraph 6. New Broadway, Uxbridge - Responses to formal consultation for a proposed one-way system Denziloe Avenue Object I wonder why the council is even taking the time to entertain this pure folly without taking into consideration the impact within the neighbouring roads - where and how would the residents of Parkfield Avenue turn right towards Uxbridge onto the Uxbridge Road? Ah - Perhaps Denziloe Avenue, a road that already becomes very burdened during peak hours such as school arrivals and departures and this traffic will become much worse with a one way on New Broadway. Perhaps , aligned to the proposal of this one way scheme the council might want to be a bit more pragmatic for the residents of the area in general by perhaps making the traffic lights at the junction of Lees Road and the Uxbridge Road 4 way with a right turn facility for traffic from New Broadway? Perhaps also the council might want to extend the 20 MPH limit to the entire residential area around Denziloe, Parkfield, Charville Lane west etc? - These 2 thoughts might prove more beneficial than this folly of a one way scheme. I am not very much in favour of this scheme and fail to understand the benefits. Considered as part of this report, see paragraph 6. Denziloe Avenue Object I am NOT happy for the new one way proposal to proceed. We have already had double yellow lines installed to curtail parking at end of Denziloe, which already has a high volume of traffic flow especially at school times and evenings. While proposal to move to one way in New Broadway will help that small stretch of road it will be to the cost of residents on Denziloe and Parkfield. There is also the build up of pollution on our road while cars are waiting to either turn right onto Uxbridge Road to left to New Broadway from Denziloe Avenue, not to mention blind spot on turn at bottom of Denziloe as road bends towards Uxbridge Road. Please be thoughtful to our residents who many are aged over 60 in the properties at the New Broadway end of Denziloe Avenue, the noise, congestion and pollution will be detrimental to us all when considering this change. Considered as part of this report, see paragraph 6. Denziloe Avenue Object 1. I cannot understand why this is being consulted on again for a second time in the same year, as I already made my views perfectly clear during the last consultation in February 2022. 2. I would like it noted that I totally object to the proposals in the formal consultation and hope that this scheme is withdrawn in full. My views are as follows: -This will considerably increase traffic volume on Denziloe Ave. -No information has been provided on the benefits for anyone resident locally should this proposal go ahead. - All traffic from Parkfield Avenue wanting to go to Uxbridge, will either come down Denziloe Ave to travel down the Uxbridge Road and do a u-turn at Green Lane and come back. This will increase unnecessary vehicle movements, increase pollution, it will clog up the Uxbridge Road and will take out one lane of road space waiting to do a U-turn at Green Lane. - There is little to none enforcement of vehicles parking on yellow lines in Denziloe Ave at school times and this road certainly cannot cope with any increase in vehicles, especially at peak times. Considered as part of this report, see paragraph 6. Denziloe Avenue Object We DO NOT support the scheme of a one-way system in New Broadway, Uxbridge. We as a household have three cars in our driveway which is in constant use and as we already suffer in the mornings at school time trying to get in and out of our drive due to school parking and extra traffic at school times, and also due to children and mums trying to cross the road taking their children to school... its is mayhem in the mornings and afternoon at school times, if the scheme does ahead this would be adding more stress, anxiety, pressure and become more dangerous and more stressful for the elderly residents of Denziloe...also the extra traffic coming down Denziloe Avenue would be endangering lives of the public and residents in Denziloe Avenue as this is a very very busy junction. Your proposed scheme will cause chaos!! The proposed scheme would have a disastrous effect at the junction as it would cause more congestion at school times and in the mornings and evenings which would be very unfair on the residents of Denziloe Avenue. (it's hard to cross the road at ease at school times anyway!) especially if one has mobility problems. Instead of one way system why not consider making the New Broadway wider so the traffic is flowing both ways, which might improve the moving traffic! We DO NOT SUPPORT the one-way in the New Broadway, Uxbridge. Considered as part of this report, see paragraph 6. Denziloe Avenue Object I object to the proposals laid out in the formal consultation and wish for this scheme to be withdrawn. My views are as follows: 1. Denziloe Ave is dangerous enough with existing car volumes. 2. LB Hillingdon has already put in additional yellow lines to improve safety on my road, the purpose of which will be undone should the one-way system proposed go ahead. 3. If it is not broken, don't fix it. I see no justification for the proposed changes. 4. While the proposals may improve New Broadway, it will be at the detriment of residents on Denziloe Ave and Parkfield Ave, which is completely unacceptable. 5. The proposed changes will result in increased pollution, congestion and vehicle movements. Considered as part of this report, see paragraph 6. Denziloe Avenue Comment The proposed plan for making New Broadway one way only goes part-way to solving the problems at this junction. The existing plan does not address the, quite dangerous, problems experienced by vehicles waiting to pull out of Denziloe Avenue to cross the central reservation having the traffic wanting to access New Broadway passing across them. This junction needs a yellow box junction 1) to stop traffic waiting at the pedestrian crossing or queuing to turn down Lees Road blocking the access in the central reservation from Denziloe Avenue and 2) to slow down the vehicles that go down New Broadway from the Uxbridge Road, often at speed. Some clarity as to right of way/priority is needed. Considered as part of this report, see paragraph 6. Denziloe Avenue Object I have lived here for over 20 years, and for the 10 of those I have been driving, I can tell you that the cars pulling off of the Uxbridge Road to drive down New Broadway, always block the junction and the main road if there is a driver wanting to leave Denziloe. Therefore, I propose an additional yellow box junction - to cover the main road where it currently says "keep clear" (which drivers on the Uxbridge Road always ignore and block the exit out of Denziloe). The yellow box junction would allow free flow out of Denziloe Avenue (for drivers turning either way), and allow drivers going down New Broadway easier access with no obstruction. While the one way system would be good to avoid traffic down New Broadway, there will still be traffic and blockages there, due to the sheer volume of traffic going down there off of the main road. There queues block drivers wanting to leave Denziloe onto the Uxbridge Road, and blocks the Uxbridge Rad itself on busy occasions. I believe the yellow box junction will prevent this - should drivers adhere to it. Please consider it! Considered as part of this report, see paragraph 6. Denziloe Avenue Object The introduction of changing the above New Broadway to a one way traffic from Denziloe Avenue past Parkfield Avenue will have the effect of increasing traffic through Denziloe Ave which is an already a very busy road and will considerably be to the disadvantage of residents of Denziloe Avenue. Denziloe Avenue already has increased traffic due to school drop off and pick up of children and causes parking difficulties in Denziloe Avenue at these times. The proposed plan will cause Parkfield Avenue residents to drive up Parkfield Avenue and down Denziloe Avenue resulting in additional traffic. The additional traffic increase and the vehicles parking due to school traffic and the local car show rooms who also park vehicles in Denziloe Avenue creates problems for residents.. Its is my opinion and analysis that this proposal would be seriously to the disadvantage of Denziloe Avenue. Considered as part of this report, see paragraph 6. Parkfield Avenue Support I have been a resident at my address for 32 years; the proposed system was suggested at that time (July 1990). It made good sense then and even more so now. There are several issues which make New Broadway treacherous and a safety risk. - Cars parked outside the businesses on New Broadway some ignoring the Highway Code and too close to the junctions with Denziloe and Parkfield Avenue. - Drop off and pick up times for Hillingdon Primary - parents park irresponsibly on the hard standing adjacent to the Uxbridge Road. - Speeding cars. I believe a one-way system would help to make New Broadway safer and I am totally in favour. Considered as part of this report, see paragraph 7. Parkfield Avenue Support I agree the proposal to make this area on way is the correct decision. Furthermore this residential area should be made 20mph especially with the number of schools in close proximity. The speed restrictions around Oak Farm Area is 20mph so why is it not here. Also the Uxbridge Road in the borough of Ealing is 20mph all along that stretch of road yet it is between 30- 40mph in the Hillingdon borough which does not make any sense, regardless of the borough the speed limit should be set the same. Considered as part of this report, see paragraph 7. Parkfield Avenue Support I am in favour of these plans as it will really help with traffic flow and reduce congestion on New Broadway. The road is very narrow and cars get stuck when they both come down in opposite directions. This then results in a lot of road rage and traffic soon starts to back up. The road is very busy during school hours and the island near Uxbridge Road should have barriers to stop people parking as it's very dangerous as primary school children who can't see beyond the cars. The proposal for one way is a great idea. Considered as part of this report, see paragraph 7. Parkfield Avenue Support I am in favour of the one-way system on New Broadway. The road is too narrow and is not designed for 2way traffic as cars are stuck on a daily basis as traffic comes from both ways. This also means you get a bottle neck at the junction of Uxbridge Road and Denziloe as the traffic does not flow meaning congestion onto Uxbridge Road which is dangerous. This should have been done a long time ago as more cars in the area has meant it's a congestion hot spot. Considered as part of this report, see paragraph 7.
