Democratic Services confirm that this is not a key decision, as such, the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 notice period does not apply. You should take a decision on or after Wednesday 17 August 2022 in order to meet Constitutional requirements about publication of decisions that are to be made. You may wish to discuss the report with the Corporate Director before it is made. Please indicate your decision on the duplicate memo supplied, and return it to me when you have made your decision. Putting our Residents First This report supports the Council objective of Our People. The request can be considered as part of the Council’s annual programme of road safety initiatives and for on- street parking controls. Financial Cost There are no direct financial implications associated with the recommendations to this report. Relevant Select Committee Property, Highways and Transport Relevant Ward(s) Northwood RECOMMENDATIONS That the Cabinet Member: 1. Notes the responses received to the formal consultation undertaken in The Avenue, Northwood regarding the proposal to extend a parking place. 2. Instructs officers to defer these proposals at the current time. Cabinet Member Report – 9 August 2022 Page 2 (Part 1 Public) Reasons for recommendations These recommendations are in line with the views expressed during the formal consultation. Alternative options considered / risk management None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Council received a request from a resident to increase the parking available in The Avenue, Northwood, within the Northwood Parking Management Scheme. 2. The Avenue has been part of the Northwood Resident Parking scheme since 2019. The scheme operates Monday to Friday 1am -2pm and is a combination of waiting restrictions and marked bays. 3. Officers investigated the current parking situation in The Avenue to try and identify if any additional parking could be accommodated without affecting the flow of traffic. The only opportunity was to possibly extend the parking place opposite Nos.7-9 The Avenue by five metres to accommodate another vehicle. These proposals were then prepared for a formal consultation. 4. The formal consultation lasting for a period of 21 days was then undertaken, where a letter was sent to properties in the vicinity of the proposals informing them of the Council’s intention to possibly extend the parking place. D uring this period street notices were erected and public notices were placed in the London Gazette and a local newspaper. 5. During this formal consultation a single response was received objecting to the proposals. The resident believed that extending the bay would reduce forward visibility for drivers to see around the parked vehicles and be ‘an accident waiting to happen’. They also requested that the existing single bay be marked as multiple individual bays, which is not Council practice in Hillingdon. 6. As there were no responses in support of the proposals and a single obj ection to the proposal was received it is therefore recommended that the extension to the parking place should not procced at the present time. Financial Implications There are no direct financial implications associated with the recommendations to this report. Legal Legal Services confirms that there are no legal impediments to the Cabinet Member agreeing the recommendations set out in this report, which are in accordance with the outcome of the formal consultation.
