Putting our Residents First This report supports the Council objective of Our People. The request can be considered as part of the Council’s annual programme of road safety initiatives and for on- street parking controls. Financial Cost The estimated cost associated with the recommendations to this report is £5,000. Notes the responses received to the formal consultation undertaken in Warwick Road and Lantern Way regarding possible amendments to the operational times of the Resident Permit Parking Scheme. 2. A pproves the implementation of the extended operating hours of everyday 9am - 10pm in Warwick Road and Lantern Way. 3. Instructs officers to investigate proposals for additional parking in the vicinity of the Station Road/Warwick Road junction, prior to implementing changes above. Cabinet Member Report – 6 June 2024 Part I – Public Reasons for recommendations The recommendations are in line with the views expressed during the informal consultation and are supported by the local ward councillors. Alternative options considered / risk management None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. A petition with 23 signatures signed by residents of Warwick Road, West Drayton (representing 14 of 162 households ) was submitted to the Council under the following heading: "Traffic Calming Measures More speed bumps Implement Low Traffic Neighbourhood Low speed limit." 2. In an accompanying statement submitted by the lead petitioner with the petition, they helpfully provided the following additional information: “Please find attached petition for measures to calm the traffic on Warwick Road. With the coming of the Elizabeth Line, there has been a significant increase in the number of people living in and around West Drayton. Our road has become a major highway for commuters and we are deeply disappointed that the Council has not taken proactive action to help residents of Warwick Road. On Tuesday my son’s care was coming out of the driveway and was hit by a speeding vehicle. The residents of Warwick Road feel that the quality of life and our lives are being put at risk. In the interest of getting this petition heard asap, I have got the minimum number of signatures required. I can assure you that the majority of residents on Warwick Road are very supportive of this petition. Can I please request that this petition receives an urgent hearing before there is a major accident on Warwick Road.” Cabinet Member Report – 6 June 2024 Part I – Public 3. Warwick Road is a mainly residential road close to town centre shops, businesses, and other local amenities . The rear access to West Drayton Station is located on Warwick Road. Roughly half of the length of Warwick Road is in the form of a cul -de-sac with no through access beyond its end; however , halfway along the road is its junction with Brandville Road which serves as a route to and from Station Road, one of the main roads through this area of West Drayton. 4. As a result of its proximity to the town centre, Warwick Road benefits from a Parking Management Scheme, operational Monday to Friday 9am to 5pm , and from a series of physical traffic calming measures in the form of speed cushions. A location plan is attached as Appendix A. 5. An additional email, received after the petition was submitted by the lead petitioner, stated the following: “One further point that came to my mind which would be quick to implement is a ‘No Entry’ subject to access signs at both ends of Warwick cross (1 at No.2 and No.30 Warwick Road) I understand that such signs have been used in Slough and only allow access to residents and those servicing them.” 6. The Cabinet Member listened to the lead petitioner and the views of a local ward councillor at the meeting and instructed officers to investigate the issues reported. These issues have been dealt with separately to this report. 7. At the petition hearing , the lead petitioner also raised the question of extending the operational hours of the resident parking scheme. This had been raised previously in 2020 and an informal consultation had been undertaken, where residents expressed support for changes, followed by a formal consultation where the level of engagement from residents was much less than anticipated and in general the changes were not supported . 8. Despite this being previously considered in recent years, t he Cabinet Member instructed officers to undertake a fresh informal consultation on increasing the operational times of the Resident Parking Scheme in an area to be discussed with local ward councillors. 9. In these discussions it was decided that the informal consultation would be undertaken in Warwick Road and Lantern Way only, and that multiple options would be offered to change the days and times of operation. 10. An informal consultation was prepared, and a letter and questionnaire sent to every property within the proposed extension of the parking scheme. A reply -paid return envelope was also supplied, with residents given three weeks to respond . 11. The results of the informal consultation were as follows: Would you like the hours of operation of the scheme in your road changed? 16 x 9am-5pm (no change) 5 x 9am-8pm 19 x 9am-10pm Cabinet Member Report – 6 June 2024 Part I – Public 12. Would you like the days of operation of the scheme in your road changed? 12 x Mon-Fri (no change) 3 x Mon-Sat 25 x Everyday 13. A number of comments were included with the responses from residents , most of which were in support of changing the scheme operational days/times and commenting on the problems that occur at weekends due to people using the new Elizabeth Line. Several residents also raised the issue of the cost of permits, but this is beyond the scope of this report. 14. The results of this consultation were shared with ward councillors who expressed the opinion that these proposals should proceed to formal consultation on extending the operating times to 9am-10pm every day. 15. Based on the results of the informal consultation and the views expressed by local ward councillors it was recommended that the Council conduct a formal consultation on extending the operating hours of the Resident Parking Scheme in Warwick Road and Lantern Way to 9am-10pm every day. 16. A 21 -day formal consultation was subsequently undertaken where street notices were place in the vicinity of the proposed changes and public notices were placed in the London Gazette and a local newspaper. A letter setting out the proposed changes was also sent to every household in the affected area. 17. During the formal consultation 16 responses (representing 15 households) were received in favour of the changes and there were two objections to the proposals. A summary of these responses is attached to this report as Appendix C. 18. However, the Council also received a separate petition signed by nine businesses on the edge of the scheme on the High Street. They were concerned about the negative impact that they believed these proposed changes would have on their businesses as the extended times would, they suggested, effectively discourage potential customers and make it more difficult for them to load/unload goods as they do right now outside the operational hours of the scheme. 19. One of the object ions raised the issue of the increased permit fees and the limited free visitor permits supplied to each household within the scheme. As noted above, t he operational cost and details of Resident Parking Permits are beyond the scope of this report and are decided on a borough-wide basis and ratified by Full Council at the annual meeting. 20. Of the responses in support of the scheme , three expressed concerns with the proposed 10pm end of the scheme and another suggested that 24/7 would be their preferred option. However, the proposed times of operation are based on the majority responses to the consultations. 21. Based on the responses received during this consultation, the initial petition and communications with residents and local ward councillors, residents are evidently reporting issues with parking in the evening and weekends and in that regard, the proposals would Cabinet Member Report – 6 June 2024 Part I – Public stop the non- residential parking. It is also clear that local businesses would also favour some additional parking. 22. The Council needs to balance the needs of local residents and those of local business , and ideally a fair compromise should be sought. 23. It is therefore recommended that the extended times be implemented as proposed and that officers should also investigate the possible introduction of additional Pay & Display parking places at the western end of Warwick Road near its junction with Station Road , prior to the implementation of the changes. In the meantime, the waiting restrictions in this location should maintain the existing times to allow visitors to the businesses to park there as they do presently. Financial Implications The estimated cost associated with the recommendations to this report is £5, 000, to be funded from the Transport for London 2024/25 Grant Parking Management Schemes Allocation (subject to the relevant approval process with Transport for London and Capital Release protocols). RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities To allow the Cabinet Member to consider the petitioners’ request. Consultation carried out or required None at this stage. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Council’s power to make orders recommended in this report is set out in Part I of the Road Traffic Regulation Act 1984. The consultation and order making statutory procedures to be followed in this matter are set out in The Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations 1996 (SI 1996/2489). This requires the Council to consider all objections made (Regulation 13). Pursuant to section 122 of the Road Traffic Regulation Act 1984, in considering the consultation responses, the Council must balance the concerns of the objectors with the statutory duty to secure the expeditious, convenient, and safe movement of vehicular and other traffic. Cabinet Member Report – 6 June 2024 Part I – Public Further, the Council must ensure that there is a full consideration of all representations including those which do not accord with the officer's recommendation; the Council must be satisfied that responses from the public were conscientiously taken into account. The Council must also be mindful of its public sector equality duty under section 149 of the Equality Act 2010. Where the Council does not wholly accede to any objection, it must provide reasons for this in its notification of the making of an order to any person that has objected and not withdrawn the objection pursuant to Regulation 17(3)) of LATOPR 1996. Whenever necessary legal advice is given in relation to specific issues as they arise to ensure that the Council always meets its legal obligations. TITLE OF ANY APPENDICES Appendix A - Location plan Appendix B - Comments from Residents Comment Support. The weekends are the worst time for parking outside my house for visitors. Support. Great news, we fully support these changes. Support. Please approve the changes. Chaotic parking near the station is causing considerable difficulties for local residents. Object. We live in a flat in Station Road and if these changes go ahead it will mean that we are no longer able to park near our home in the evening and weekends as we do now. The scheme is supposed to help residents but as proposed it will actually makethings worse for some residents. Please re- consider these changes or expand the residents included in either the WD1 or WD4 schemes. Support. But I do think that 10pm is too late, and would be happy with 9am-5pm everyday. Support. I support these changes because currently if I go out in the evening or weekend, when I return there is nowhere to park near my home. I believe this due to the close proximity of the Elizabeth Line station and has been getting worse in recent years. Support. It is getting more difficult to park in Warwick Road especially at the weekend. Support. We pay a lot of money for our passes, but it is getting more difficult to find a place to park. Support. I am for the increase to 9am-10pm everyday. Support. I would like the scheme extended, it would allow me to park when I come home from work late and cannot find a space, as people park and use the train. Support. Parking is abysmal at weekends, as it is full of non-residents using free parking to get the train into London. This extension needs to be implemented as soon as possible. Also, the bays could be revamped, such as the disabled bay limits the parking for other vehicles, if moved it may allow better use of the available road space. Support. This proposal is very welcome. There is also a problem with vehicle speeds with a number of accidents from speeding vehicles. Support, with changes. We accept the changes but feel that 10pm is a bit harsh, right now the road is full by 5pm. There is also a problem with speeding vehicles in Warwick Road. Object. I am very much opposed to these cahnges to the scheme. Residents have already had to deal with increased prices by stealth (it's odd that no letters were sent) from £0 to £75, but they were sent for this change. I face the prospect of having to buy a permit every time I have a visitor or contractor visit my property. At weekends, although I may not get a space outside my house, I always find a space along Warwick Road. Problems are often caused by inconsiderate parking, like leaving larger gaps between cars than is needed. I think extending teh hours is unnecessary and punitive to residents, and the current number of free visitor permits is not realistic. Support. 24/7 would have been better, but the propsals are better than the existing 9-5. Support. It is often difficult to park in the road, especially at weekends as a lot of spaces are taken by people using West Drayton station. Support. We have seen a dramatic increase in cars being parked all along the road and sometimes on yellow lines at the weekends, making it difficult for residents to park. This has also lead to an increase in noise and congestion. Many times we have deyaled doing basic trips as we know that parking when we return will be difficult.# Support. Since the opening of the Elizabeth Line there has been a dramatic increase in passenger numbers using the station, and therefore increased passenger parking in the area. I think extending to 10pm is too extreme a reaction, and maybe just adding a shorter weekend restiction would be better. I feel we are having to pay the penalty for no adequate station parking, and areas of open land keep being sold off for flats rather than being purchased to provide commuter parking. We should get more visitor vouchers free if the scheme it to be extended.
