Putting our Residents First Delivering on the Council Strategy 2022-2026 This report supports the Council objective of Our People. The request can be considered as part of the Council’s annual programme of road safety initiatives and for on-street parking controls. This report supports our commitments to residents of: Safe and Strong Communities. Financial Cost The estimated cost associated with the recommendations to this report is £2,500, which will be funded by the Parking Revenue Account. Relevant Select Committee Property, Highway and Transport Select Committee. Relevant Ward(s) West Drayton Ward. RECOMMENDATIONS That the Cabinet Member: 1) Notes the responses received to the informal consultation undertaken in the Warwick Road and Lantern Way regarding possible amendments to the operational times of the Resident Permit Parking Scheme. 2) Instructs officers to formally consult on amended operating hours from Mon- Fri 9am-5pm to everyday 9am-10pm in Warwick Road and Lantern Way. Cabinet Member Petition Hearing – 11 December 2023 Part I – Public Reasons for recommendations The recommendations are in line with the views expressed during the informal consultation and are supported by the local ward councillors. Alternative options considered / risk management None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. A petition with 23 signatures signed by residents of Warwick Road, West Drayton which represents 14 of 162 households, was submitted to the Council under the following heading: "Traffic Calming Measures More speed bumps Implement Low Traffic Neighbourhood Low speed limit." 2. In an accompanying statement submitted by the lead petitioner with the petition, they helpfully provided the following additional information: “Please find attached petition for measures to calm the traffic on Warwick Road With the coming of the Elizabeth Line, there has been a significant increase in number of people living in and around West Drayton. Our road has become a major highway for commuters, and we are deeply disappointed that the Council has not taken proactive action to help residents of Warwick Road. On Tuesday my son’s car was coming out of the driveway and was hit by a speeding vehicle. The residents of Warwick Road feel that the quality of life and our lives are being put at risk. In the interest of getting this petition heard asap, I have got the minimum number of signatures required. I can assure you that the majority of residents on Warwick Road are very supportive of this petition. Can I please request that this petition receives an urgent hearing before there is a major accident on Warwick Road.” 3. Warwick Road is a mainly residential road close to town centre shops, businesses, and other local amenities . The rear access to West Drayton Station is located on Warwick Road. The eastern section of Warwick Road is a cul -de-sac with no through access Cabinet Member Petition Hearing – 11 December 2023 Part I – Public beyond, however halfway along the road is its junction with Brandville Road which serves as a route to and from Station Road, one of the main routes through this area of West Drayton. 4. As a result of its proximity to the town centre, Warwick Road benefits from a Parking Management Scheme, operational Monday to Friday 9am to 5pm and already benefits from a series of physical traffic calming measures in the form of speed cushions. A location plan is attached as Appendix A. 5. An additional email was received, after the petition was submitted, by the lead petitioner and stated the following: “One further point that came to my mind which would be quick to implement is a ‘No Entry’ subject to access signs at both ends of Warwick cross (1 at No.2 and No.30 Warwick Road) I understand that such signs have been used in Slough and only allow access to residents and those servicing them.” 6. The Cabinet Member heard the lead petitioner’s testimony and sought the views of a local ward councillor at the petition meeting. As a result, the Cabinet Member instructed officers to investigate the issues reported. The other non-parking related issues are outside the scope of this report. 7. At the petition hearing, the lead petitioner also raised the question of extending the operational hours of the resident parking scheme. This had been raised previously in 2020 and an informal consultation had been undertaken, where residents expressed support for change. This was followed by a formal consultation, where the level of engagement from residents was far less and the changes were in general not supported 8. Despite this have been previously considered in recent years, the Cabinet Member instructed officers to undertake a further informal consultation on possibly increasing the operational times of the Resident Parking Scheme in an area to be discussed with local ward councillors. 9. In these discussions it was decided that the informal consultation should be undertaken in Warwick Road and Lantern Way only, and that residents would be offered multiple options to change the days and times of operation. 10. An informal consultation was prepared, and a letter and questionnaire sent to every property within the proposed extension of the parking scheme. A reply-paid return envelope was also supplied, and residents were given three weeks to respond. 11. The results of the informal consultation are: Would you like the hours of operation of the scheme in your road changed? 16x 9am-5pm (no change) 5x 9am-8pm 19x 9am-10pm Would you like the days of operation of the scheme in your road changed? Cabinet Member Petition Hearing – 11 December 2023 Part I – Public 12x Mon-Fri (no change) 3x Mon-Sat 25x Everyday 12. A number of comments were included with the responses from residents most of which were in support of changing the scheme operational days/times and commenting on the problems that occur at weekends due to people using the new Elizabeth Line. A number of residents also raised the issue of the cost of permits, but this is beyond the scope of this report. 13. The results of this consultation were shared with ward councillors who expressed the opinion that these proposals should proceed to formal consultation on extending the operating times to 9am-10pm, every day. 14. Based on the results of the informal consultation and the views expressed by local ward councillors, it is therefore recommended that the Council conducts a formal consultation on extending the operating hours of the Resident Parking Scheme in Warwick Road and Lantern Way at the earliest opportunity. Financial Implications The estimated cost to conduct a statutory consultation with the residents of Warwick Road and Lantern Way is £800. If the results of the formal consultation are positive, the estimated cost of implementing the scheme is £1,700. These costs will be funded through the Parking Revenue Account (PRA), although it is possible that TfL funding may subsequently become available. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? To allow the Cabinet Member to consider the petitioners’ request. Consultation carried out or required None at this stage. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. TITLE OF ANY APPENDICES Appendix A – Location plan Appendix B – Informal Consultation Responses from Residents Warwick Road The objective here is to prevent commuter and weekend parking due to the train station. I would like to suggest Mon-Fri 10am-4pm, Sat-Sun midday-3pm. This would be a welcome change, it has become a real issue over the last few months. The only comment I have is that if the hours/days are increased then we should get more free visitor permits than the current ten. Please deter users from driving at speeds greater than 20mph, as some vehicles drive at very high speeds. People come here on weekends, park their cars and catch the train, leaving residents to look for parking. More day permits for residents and/or two free yearly car permits per household. Need allocated parking bays as people tend to leave large gaps between cars, causing issues for parking. Object, we are a business that needs to be considered. Extremely difficult to park on the road as people park their cars and go off into London on the trains, meaning less room for residents. I recently renewed my permit, £180 for 12 months, and there is a lack of parking spaces. Object. Suggest to change the times during the day for example 10am-2pm. It has become increasingly more difficult for resients to park in the evenings and weekends. People use the road as a car park when taking the Elizabeth Line into London. We have constant noise from traffic and people parking their cars. Warwick Road is considered a car park from morning till midnight and beyond, late night opening does not help. The two new blocks of flats are a problem as they park in the street rather than in their parking spaces under their building. Parking is extremely difficult during the weekend, It makes simple tasks such as food shopping, stressful and can mean we won't be able to find parking when we return. This means as residents we cannot park in front of our homes, which doesn't seem right or fair. Keep 9am-5pm but extend to include Saturdays. Limit vehicle speeds to 20mph. Burn off unneeded yellow lines to increase available parking. Object. Since we live further away from the station we are not negatively impacted by non- residents parking on the road. We would however incure extra costs if the parking restrictions were increased as we would need to purchase more visitor permits. Please let the time and date be increased because we residents don't get to park outside our house. Please do something, it is not easy coming back from shopping with bags when you have to park away from home, it's not fair at all. It is impossible to find parking on this road on the weekend. We will however need better allocation of visitor permits to accommodate guests at weekends. Since the Elizabeth Line opened the levels of anti-social and dangerous parking have incresed. At weekends uses of the station park on double yellow lines and overlap driveways making it difficult for residents, This is making it difficult to negotiate corners and difficult to see pedestrans. More enforcement is required. The single yellow lines at teh junction with Station Road are regularly abused. For the weekend could we have two hours of no parking? We need CCTV, too many cars have been vandelised, and speed bumps as cars are going too fast. It's a nightmare parking at weekends. Object. As someone who lives alone I cannot afford to buy visitor vouchers for people to visit me at weekends and evenings. Current restrictions are enough to discourage commuter parking. Extended hours would penalise residents from having visitors at reasonable times especially given the recent rise in permit costs, and limitations on the amount of vouchers you can request(this would need to be increased). Object. If it's not broken, why fix it? Or is it just so you can issue more parking tickets? Kitchener House, Warwick Road We live in Kitchener House and are not entitled to parking permits even though we live on the road, if the time is extended this will drastically effect us. If we are allowed to purchase permits then the extension would be no issue. During weekends, there are often numerous illegal parking on the roadside, causing both sides of the road to be filled with parked cars. This situation makes it difficult for residents to enter and exit. Lantern Way The junction with Warwick Road and Station Road is dangerous and gets blocked, it needs to be no parking for this area.
