Notice is hereby given that the following decision(s) have been made today by

That the Cabinet Member for Property, Highway and
Transport agreed to:
1) Consider any objections received to the Open Space
Notice relating to Land at The Grange Rickmansworth Road
Northwood (the Land) and agree d
to dispose of the Land
under section 123 (2a) of The Local Government Act 1972.
The Open Space land was shown edged red on plan B.
2) Authorised the Corporate Director of Place, in
consultation with the Cabinet Member for Property,
Highway and Transport, to make any further necessary
decisions regarding the project’s implementation.
Reason for decision Cabinet Member approval is sought to proceed with the disposal
of open space Land at The Grange Rickmansworth Road
Northwood after consideration of any objections.
At the Cabinet meeting dated 14th September 2023 Cabinet
approved the disposal of land and buildings at The Grange to
the existing tenant for the sum of £1,000,000. The land approved
for disposal at the Cabinet meeting of 14th September 23 is
shown edged red on plan A below.
Part of the site approved for disposal on 14th September 23 was
acquired by the Council to be used as open space. The Council
acquired the Land under a transfer dated 19th February 1957

between Henry D L Campion and The Urban District Council of
Ruislip and Northwood. The Transfer stated that the Land was
to be used for the purpose of Public Health Acts 1875-1936, The
Open Spaces Act 1906 and The Physical Training and
Recreation Act 1937. The Land subject to the open space
restriction is shown edged red on plan B below.
For any sale of The Land for a use other than Open Space, the
Council would need to obtain a release of The Land from the
provisions of the Public Open Spaces Act 1906. In accordance
with s 123(2a) and 127(3), Local Government Act 1972 and
section 233(4) T own and Country Planning Act 1990. The
Council must advertise its intention to dispose of Open Space
land for two consecutive weeks in a local newspaper and
consider any objections.
The Open Space Notice has been advertised in the Uxbridge
Gazette on 18th October 23 and 25th October 23, the
consultation period ended on 8th November 23 and no
objections were received.
Whilst the Land was acquired under the above Acts, the land is
not used as open space. The transfer dated 19 February 1957
stated that the Land should be incorporated and used as part of
the garden of The Council’s adjoining property The Grange.
The Land has been included in commercial leases at The
Grange since at least 2006. The current Lease dated 15th
August 2018 is between the Mayor and Burgesses of London
Borough Hillingdon and Richard Arens and Richard C Arens.
The lease was granted for a term of 12-years from 6 July 2018,
thus has approximately 7- years unexpired and the property is
used as a wedding venue and garden. The lease plan is shown
edged red on plan A below.
Access to the open space Land is only available from The
Grange and the Land is not open to the public.
Alternative options
considered and
rejected
Whilst the Land is included in the lease of The Grange , officers
considered negotiating a surrender of the Land and retaining it
for public use, however there is no access from the public
highway to the Land and the only access is through The Grange.
The Land is mainly mature trees and under planning the Land
would be regarded as open space or garden land and planning
permission would be required for any alternative use.
