Decision Agreed
That the Cabinet Member for Planning, Housing &
Property agreed the outstanding rent review, as set out
in the report, for Unit 43 Salisbury Road, Pinner, HA5
2NJ, with effect from 24 July 2023.
Reason for decision The proposed rent has been assessed against relevant
market evidence and informed by independent professional
advice. While available comparable evidence indicates
stronger trading characteristics in an alternative location,
appropriate adjustments have been made to reflect the
specific attributes of the subject property.
The agreed rent is considered reasonable, evidence-based,
representing an appropriate outcome for the Council while
avoiding the uncertainty, cost and delay associated with
arbitration proceedings.
Reaching agreement also provides certainty for both parties
and secures settlement of outstanding rent liabilities prior to
lease expiry.
Alternative options
considered and rejected
Option A – Agree Nil Increase : Rejected as it would fail to
reflect market value and set a poor precedent.
Do nothing: Would leave the review unresolved and risk loss
of income.
