Putting our Residents First This report supports the Council objective of ‘Our People’. Results of the consultation will be considered in relation to the Council’s strategy for parking in residential areas. Financial Cost There are no direct financial implications associated with the recommendations of this report. Relevant Select Committee Property, Highways & Transport Select Committee. Relevant Ward Yiewsley. RECOMMENDATIONS That the Cabinet Member: 1. Notes the comments received during the statutory consultation for the proposed introduction of a Parking Management Scheme in Hornbill Close, Cowley as shown on Appendix A; 2. Agrees to defer the proposed Parking Management Scheme in Hornbill Close, Cowley due to the overall lack of support demonstrated by residents during consultation and following discussion with the local Ward Councillors. Reasons for recommendations The recommendation reflects the majority of responses received to the formal consultation and the views of the local Ward Councillors. Cabinet Member Report – 01 August 2022 Page 2 (Part 1 Public) Alternative options considered / risk management The Council could have decided to proceed with the introduction of the Parking Management Scheme in Hornbill Close as proposed or with amendments. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. A petition considered by the previous Cabinet Member for Planning and Transportation was submitted by residents of Hornbill Close, Cowley asking the Council to explore the introduction of a Parking Management Scheme to prevent non- residential parking. Following consideration of this petition, the request was added to the Council’s Parking Scheme Programme for further investigation and informal consultation with residents. 2. Responses received to the informal consultation indicate d that the majority of those residents who took the opportunity to reply would support the option of being included within a Parking Management Scheme. It was therefore recommended that residents be formally consulted on a detailed design for a possible scheme. As part of the consultation residents made a preference for the operating times of 'Monday to Friday 8am to 6pm'. 3. Due to the layout of the road and in order to enable residents to continue to maximise the on-street parking space as best as possible, it h as been possible to propose a “permit holders past this point” scheme throughout Hornbill Close. The benefit with this type of scheme is it allows residents to utilise the on- street parking arrangements without excessive road markings and signage. Attached as Appendix A is the detailed plan that was developed for formal consultation. 4. F ollowing the above, a formal consultation to introduce a Parking Management Scheme was undertaken between the 8 th June to 2 9th June 2022 . All comments submitted by residents during the consultation have been summarised in the table attached as Appendix B to this report. 5. The majority of responses to the formal consultation were opposed to the introduction of the Parking Management Scheme, with four responses generally opposed and two in favour. This is not reflective of the response that was received during the previous informal consultation stage, where there was a total of 18 responses received from 45 consultation packs delivered; of the 18, 15 indicated a preference for a Parking Management Scheme and 3 were opposed to the idea. 6. As a result of this, the responses received to the formal consultation have been shared with the Ward Councillors, so that their independent views on the matter could be sought. The Ward Councillors have advised that some of the nearby commercial units have changed owners, therefore parking problems that were once an issue for the road appear no longer to be a significant concern. After careful consideration of the responses received to the consultation, and after their own discussions with some of the residents of Hornbill Cabinet Member Report – 01 August 2022 Page 3 (Part 1 Public) Close, the Ward Councillors are minded that the current parking arrangements within the road should remain unchanged at this present time. 7. In summary it is recommended that at this present time no further action is taken to introduce a Parking Management Scheme in Hornbill Close because of the views expressed by residents during the formal consultation and the opinions of the local Ward Councillors. Should residents wish to reconsider a Parking Management Scheme in the future then it is recommended that they petition the Council again so that the idea can be re-explored if supported by the overall number of residents within the road. Financial Implications There are no direct financial implications associated with the recommendations of this report. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? The introduction of the Parking Management Scheme in Hornbill Close was intended to help prevent non-residential parking and return the balance of parking in favour of local residents. However, following consideration of the responses received during the formal consultation and after seeking the advice of the local Ward Councillors it is recommended that no further action is taken to progress a scheme in Hornbill Close at this present time. Consultation carried out or required Statutory consultation was carried out between 8 June to 29 June 2022 by the insertion of public notices in the local newspaper and displayed on site. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal Legal Services confirm that there are no legal impediments to agreeing the recommendations set out in this report, which are in accordance with the outcome of the consultation. Infrastructure / Asset Management None at this stage. Comments from other relevant service areas None at this stage. TITLE OF ANY APPENDICES Appendix A - Plan – Detailed design for the Hornbill Close Parking Management Scheme Appendix B - Table – Table of responses and comments received during the formal consultation I do not know who orgainised the petition with regards to the parking but I was never consulted. I do not have a car, but my son does, and he visits me 3‐4 times a week to see that I am ok. He never has trouble parking no matter which part of the day he comes. There did use to be a problem when Mercedes had their repair garage in Zodiak Park, and their employees parked their own cars in the close. They have no gone, so none of their cars are taking up space on the road. As the only people parking are residents and their visitors, no changes need to be made. In response to your letter with Reference KU/7.30, I am strongly opposing any parking restriction or new layout of parking bays for residence only on our road, as it will be unnecessary and not bring any benefit to the community. Thank you for your letter regarding the above scheme's formal consultation. I have looked over the existing proposal I think it looks perfectly suitable for the needs of our street. As mentioned in the original petition, we do constantly struggle with workers from the industrial estate, taxis on a break and people parking to get the bus. There are families with young children, there are also families with disabilities living in Hornbill Close. The issues have been compounded further by new 2 new residents running vehicle recovery/used car sales businesses. I know myself and the neighbours that I have spoken with are still very eager to have this scheme in place as we have waited a very very long time for this, it also hasn't been the first petition put forward. I would appreciate being kept up to date with the progress of this scheme and hope we can move forward with it as soon as possible. Thank you for your time and your hard work with this process. We are two people residing here and on the behalf of both, we would request you to withdraw the scheme and not involve our area in Parking Management Scheme. We are getting permit holders only parking on our road but was wondering if we can have no parking at anytime in front off the garages or red lines so people can get in and out of the garage without cars in the way it's from 34 to 45 Hornbill Close I have lived here for 40 years and never had problem with parking as residents bottom of close where I live we have always parked in area private not part of the adopted public highway near the electric sub station on map you sent. But other residents in my block do park on the rest of road where you are saying they would have to have permits & at least 5 of my neighbours in my block have 2 cars due to work travel & children so they would have to pay the extra permit and as cost of living at present would put more pressure on these people. Parking is not a problem at bottom of Close, the problem is at top of close due to Merced Benz Staff parking at top of Close which effect only the first 2 blocks of residents, please reconsider on permits think of the hardship on your residents in terms of costs thank you.
