Results of the consultation will be considered in relation to the Council’s strategy for parking in residential areas. Financial Cost There are no direct financial implications associated with the recommendations to this report. Notes the comments received during the statutory consultation for Witney Close, to replace existing waiting restrictions with in the road with a Parking Management Scheme as shown in Appendix A; 2. A grees to defer the proposed Parking Management Scheme in Witney Close , Ickenham at this present time due to the responses received from residents during consultation and the views expressed by the local Ward Councillors; and Cabinet Member Report – 29 July 2022 Page 2 Part 1 - Public 3. Agrees for a future operationa l review of the existing waiting restrictions within Witney Close, Ickenham following a period of 12 months from when they were first installed to see if residents would like to reconsider any further changes. Reasons for recommendation The recommendation reflects the responses received to the formal consultation and the views of the local Ward Councillors. Alternative options considered / risk management The Council could have decided to proceed with the introduction of the Parking Management Scheme in Witney Close as proposed. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. Witney Close, Ickenham is a small cul-de-sac road situated off Woodstock Drive consisting of six residential properties. In November 2021, waiting restrictions in the form of single yellow lines were applied to all of Woodstock Drive and a couple of the adjoining side roads, including Witney Close , preventing all parking between the times of ‘8.30am to 10.30am and 3.30pm to 4.30pm Monday to Friday’. 2. Shortly before the restrictions became operational, some of the residents of Witney Close petitioned the Council asking for a permit holders parking scheme to be installed in the road instead of the planned waiting restrictions . As the Council was in the final stages of arranging for the waiting restrictions to be installed, the request for a Parking Management Scheme could not be considered at that very late stage. Residents had previously rejected the idea of a Parking Management Scheme when they were informally consulted i n 2019 on the options of “waiting restrictions”, “no change” or a “Parking Management Scheme”. The subsequent petition was signed by five out of the six properties within Witney Close so therefore the Cabinet Member at the time instructed officers to proceed directly with formal consultation on proposals to replace the single yellow lines with a Parking Management Scheme. 3. Due to the layout of the road and to enable residents to continue to maximise use of the on-street kerb-side space, it was possible to propose a ‘permit holders only past this point’ scheme throughout Witney Close to replace the recently installed waiting restrictions. The benefit with this type of scheme is that it general ly allows residents to utilise the on-street parking arrangements without excessive need for road markings and signage. Attached as Appendix A is the detailed plan that was developed for formal consultation. 4. For simplicity, and to prevent confusion to mot orists, the existing times of operation for waiting restrictions in Witney Close and the majority of the surrounding area were Cabinet Member Report – 29 July 2022 Page 3 Part 1 - Public proposed. The operational times for the nearby Parking Management Scheme is ‘8.30am to 10.30am and 3.30pm to 4.30pm Monday to Fri day’. Nearby roads, Burford Close and Applewood Close , also have these times of operation and form part of the Zone IC5 scheme. It was therefore recommended and proposed that the residents of Witney Close be included within the same IC5 Zone given its proximity to this existing scheme. 5. F ollowing the above, a formal consultation to introduce a Parking Management Scheme in Witney Close was undertaken between 08 June to 29 June 2022. All comments submitted by residents during the consultation have been summarised in the table attached as Appendix B to this report. 6. The responses received to the formal consultation have been shared with the Ward Councillors. After careful consideration of the responses that have been received , the Ward Councillors have indicated that because there is not a clear indication of support to change the current parking arrangements, they are minded not to change the existing waiting restrictions that currently operate in the road. Although reluctant to put their views in writing, some residents who spoke to officers by telephone have indicated they would prefer no change to the current restrictions. 7. A s there is not an overall majority in support of changing the current parking arrangements within Witney Close, it is recommended at this present time that no amendments are made to the current parking situation within Witney Close for the time being. However, given that the current waiting restrictions within the road are relatively recent , only having been introduced at the end of 2021, it is possible to recommend that an operational review of these restrictions is conducted after a period of twelve months in order to give residents a further chance to reconsider alternative managed parking within the road. Financial Implications There are no direct financial implications associated with the recommendations to this report. Any future review of the scheme will be undertaken by existing resources within the department. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities The recommendation reflects the views expressed by residents and Ward Councillors. It is recommended that a future operational review is carried out to give residents a further opportunity to consider changes. Consultation carried out or required Statutory consultation was carried out between 0 8 and 29 June 2022 by the insertion of public notices in the local newspaper and displayed on site. A future review of the parking arrangements in Witney Close may take the form of an informal consultation subject to discussions with the local Ward Councillors. Cabinet Member Report – 29 July 2022 Page 4 Part 1 - Public CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal Legal services confirm that t here are no legal impediments to the Council adopting the recommendations set out in the report, which are in accordance with the outcome of the statutory consultation. Infrastructure / Asset Management None at this stage. BACKGROUND PAPERS NIL TITLE OF ANY APPENDICES Appendix A - Plan – Detailed design for the Witney Close Parking Management Scheme Appendix B - Table – Table of responses and comments received during the formal consultation We are very much in favour to change the current yellow lines into permit holder restrictions as proposed throughout Witney Close. I can confirm that we support the residents parking permit scheme proposal. We were however, under the impression that the residents parking permit would apply 24x7 365 days a year not just during the stated hours. Can the scheme be amended to cater for such a requirement as we believe this is also what the other residents wanted? We have received your letter ref. KU/7.27 and would like to state that we are perfectly happy with the present arrangements in Witney Close, and would not like to change to a permit parking scheme. We wish to state we are satisfied with the current parking scheme and do not wish to see it changed. We do not support the introduction of a permit holders scheme unless it is a scheme that is active Mon‐ Fri all day. Additionally whilst the current scheme has stopped students and commuters parking it has done nothing to deter the parents who drop off their children and wait in the Close in the afternoon obstructing driveways and the turning into the close and often park mounting the kerb. Another issue is the speed at which these cars drive into the close at speed to turn around in the mornings and at school closing times. We would support any changes that would stop the waiting and turning issues and as such feel the proposed changes will not deal with these main issues. The scheme as it stands is adequate to deter commuters and students from parking all day. Witney Close, Ickenham responses to the formal consultation for possible permit holder parking
