Reason for decision Hillingdon's most recent published recycling rate was 37.4 % for the 2019 - 2020 period. In order to meet the London-wide target of recycling 50% of household waste by 2025, the Borough must make the recycling service even more accessible to all residents. The recycling team has been enhancing the recycling facilities in Hillingdon’s Housing High Rise and Low to Medium Rise Block properties by introducing new bins and signs and Executive Decision Notice – 26 September 2022 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk improving the location of the recycling bins to make it easier for residents who occupy the flats to recycle. 14 Low to Medium Rise general needs housing blocks sites have been identified as currently not having the appropriate infrastructure or space to support recycling via the introduction of communal bins. The current waste arrangements require residents to pl ace sacks in a non- contained open area, or to place sacks at a designated area on the public highway on the collection day or the night before. The Council’s standard policy for waste collection is to utilise bulk bins for any developments containing six or more individual units/flats. The lack of signage and guidance at the sites results in poor recycling participation, and the lack of containment leads to litter, due to sacks being ripped open by vermin, making the sites very unsightly and cau sing additional cleaning work for the caretakers. This report recommends investment in the construction of wooden fenced areas with suitable hardstanding and dropped kerbs across each Council site in order to accommodate 1100 litre bulk waste and recycling bins and food waste units, to encourage better use of the recycling services whilst ensuring that collections can be carried out safely and effectively. The construction of the bin stores also benefits the sites through improved fire safety in the storage of waste and recyclables. Alternative options considered and rejected Officers worked with metroSTOR, a provider of steel bins housing units designed for containing waste bins on flatted developments to carry out surveys across all sites and a quote was obtained for a bespoke solution at each. Although the units would be suitable for the purpose required, the negotiated quote for metroSTOR manufacture and installation was £211,506.96. The recommendation to construct purpose-built wooden fencing is far more cost effective. There are currently no alternative options on the market for a housed waste and recycling unit that is as robust as the metroSTOR product.
