Putting our Residents First This report supports the Council objective of : Our People. Results of the consultation will be considered in relation to the Council’s strategy for parking in residential areas. Financial Cost The cost associated with the recommendations to this report is estimated at £10,000 Relevant Policy Overview Committee Residents, Education & Environmental Services Policy Overview Committee Relevant Ward Ickenham RECOMMENDATIONS That the Cabinet Member for Public Safety & Transport: 1) Notes the comments received during the statutory consultation for the proposed introduction of waiting restrictions and a Parking Management Scheme in the vicinity of Woodstock Drive, Ickenham as shown on Appendix A; Cabinet Member Report – 12 May 2021 Page 2 Part 1 - Public 2) Approves the installation of limited time waiting restrictions on Windrush Close, Witney Close and Woodstock Drive, Ickenham as proposed with operational times of ‘8.30am to 10.30am and 3.3 0pm to 4.30pm, Monday to Friday’ as shown on Appendix C; 3) Approves the installation of Zone ‘ IC5’ Parking Management Scheme in Burford Close and Applewood Close, Ickenham as proposed with operational times of ‘8.30am to 10.30am and 3.30pm to 4.30pm, Monday to Friday’ as shown on Appendix C; 4) Agrees to defer the proposed Parking Management Scheme in Heythrop Drive, Ickenham due to the overall lack of support demonstrated by residents during consultation. Reasons for recommendations The recommendations reflect the views of the majority of residents who responded to the Council's consultation and the views of local Ward Councillors. Alternative options considered / risk management The Council could have decided to proceed with the introduction of the Parking Management Scheme in Heythrop Drive as proposed or deferred the scheme entirely. Policy Overview Committee comments None at this stage. SUPPORTING INFORMATION 1. As the Cabinet Member will be aware, the residents of Woodstock Drive have previously petitioned the Council requesting that parking restrictions be considered along their road to prevent all day non- residential parking which they primarily associated with Vyners School. Following the above, informal consultation was carried out with the residents of Woodstock Drive and several of the adjoining cul -de-sac side roads . The extent of the informal consultation was agreed in liaison with the local Ward Councillors. 2. Following consideration of the outcome of informal consultation, it was decided that formal consultation should be carried out on proposals to introduce limited time waiting restrictions throughout Woodstock Drive, Windrush Close and Witney Close. I t was also proposed to introduce “permit holders past this point” schemes in Applewood Close and Burford Close. The residents of Heythrop Drive initially did not support the possibility of a scheme during the informal consultation but were given a further opportunity to consider a scheme. The outcome of this further consultation exercise was reported to the Cabinet Member who subsequently decided that a “permit holders past this point ” scheme should be proposed in Heythrop Drive. Cabinet Member Report – 12 May 2021 Page 3 Part 1 - Public 3. Informed by the majority of residents who responded to the informal consultation, the scheme’s operational times of ‘8.30am to 10.30am and 3.30pm to 4.30pm, Monday to Friday’ was proposed for all roads. 4. Statutory consultation on the above proposals in the area as shown on ‘ Appendix A’ was undertaken from 10 March to 31 March 2021. All comments submitted by residents during the consultation have been summarised in the table attached as Appendix B to this report, and where possible a response is indicated underneath. 5. The responses received to the formal consultation have been shared with the Ward Councillors. Following discussio ns with the m, it is recommended that the waiting restrictions are progressed as proposed within Windrush Close, Witney Close and Woodstock Drive where the majority of residents who responded generally support the proposed restrictions . Some residents of Woodstock Drive were opposed to the introduction of parking restrictions in any form, but a sizeable number have indicated they would have preferred a Parking Management Scheme or shorter operating times instead of what has been proposed. In response the design of the current proposals was informed by the majority of responses received to the previous informal consultation. I f residents would, upon reflection, prefer different operating hours or a Parking Management Scheme instead, then residents could petition the Council in the future and these sorts of changes can be considered further. 6. There was a single response in favour of the proposed Parking Management Scheme from a resident of Burford Close and an objection from a resident of A pplewood Close which forms a continuation of Burford Close. A single response in opposition of the proposal was also received from a resident of Walnut Tree Close, which is a private road only accessible via Burford Close. Following consideration of these comments the local Ward Councillors feel that a scheme should continue to be progressed as proposed in Burford Close and Applewood Close. Although no restrictions will be introduced in Walnut Tree Close, these residents will be included in the scheme and can apply for permits allowing them to park with the two adjacent roads if they choose to do so. 7. As there was a mostly negative response received to the proposed Parking Management Scheme in Heythrop Drive, the local Ward Councillors feel that the current parking arrangements here should remain as existing. Therefore, it is recommended that the proposed new scheme in Heythrop Drive is deferred at this present time. Should the residents of Heythrop Drive wish to reconsider a scheme in the future then they are invited to petition the Council. 8. In addition to the above, there were two responses received from the residents of Roker Park Avenue which is situated to the northwest of Woodstock Drive. Whilst these residents were not opposed to the restrictions proposed in Woodstock Drive, they were concerned that parking would be displaced to their road as a consequence. Officers have suggested to these residents that they may wish to consider petitioning the Council for similar measures for their road in the future Cabinet Member Report – 12 May 2021 Page 4 Part 1 - Public 9. In summary, the outcome of the formal consultation has been shared with the local Ward Councillors who, after careful consideration of all the responses received feel that at this present time the proposed waiting restrictions should be progressed as proposed in Windrush Close, Witney Close and Woodstock Drive, in addition to the Parking Management Scheme in Burford Close and Applewood Close. Due to an overall lack of support demonstrated during consultation, it is recommended that the parking arrangements in Heythrop Drive remain as existing. Financial Implications The estimated cost to implement the proposed waiting restrictions in Windrush Close, Witney Close and Woodstock Drive in addition to the Parking Management Scheme in Burford Close and Applewood Close is £10k. There are no implications to Council Resources on the implementation of the scheme described above, it is to be fully funded through the 2021 /22 Transport for London Grant Local Implementation Plan Interim allocation which includes £1 4k for various Parking Management Schemes, subject to the usual Cabinet Member release protocols. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities The introduction of waiting restrictions in Windrush Close, Witney Close and Woodstock Drive, in addition to the Parking Management Scheme in Burford Close and Applewood Close will help prevent non-residential parking and return the balance of parking in favour of local residents. The installation of double yellow lines at several of the junctions along Woodstock Drive will also prevent obstructive parking and promote road safety. Consultation carried out or required Statutory consultation was carried out between 10 March to 3 1 March 2021 by the insertion of public notices in the local newspaper and displayed on site. No further consultation is required. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the report and concurs with the financial implications set out above noting that the proposed costs associated with the required works are to be funded from the 2021/22 TfL Grant LIP Allocation. Legal The Council’s power to make orders introducing parking restrictions such as that proposed in this report for the Woodstock Drive area is set out in Part I of the Road Traffic Regulation Act 1984. Cabinet Member Report – 12 May 2021 Page 5 Part 1 - Public The consultation and order making statutory procedures to be followed in this matter are set out in The Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations 1996 (SI 1996/2489). If the decision is taken to make the proposed order, Part V of the Road Traffic Regulation Act 1984 and the Traffic Signs Regulations and General Directions 2016 set out the signage requirements, which must be observed. In considering consultation responses, section 122 of the Road Traffic Regulation Act 1984 means that the Council must balance the concerns of the objectors with the statutory duty to secure the expeditious, convenient and safe movement of vehicular and other traffic. Infrastructure / Asset Management None at this stage. BACKGROUND PAPERS NIL. TITLE OF ANY APPENDICES Appendix A - Extent of the proposed waiting restrictions and Parking Management Scheme in Woodstock Drive, Ickenham and the adjoining cul-de-sac side roads Appendix B - Responses received to the formal consultation Appendix C - Recommended area for the introduction of waiting restrictions and Parking Management Scheme in Woodstock Drive, Ickenham and some of the adjoining cul-de-sac side roads Approximate address Comments Applewood Close I would like to express my objections to the proposed parking management scheme that I recently received notice of (please see relevant reference above), on behalf of all member of the our household. We strongly oppose the proposals for Applewood Close as it stands as it would greatly inconvenience us as residents of this address. As a household with several vehicles, the implementation of these restrictions would mean that we would have to obtain an additional permit to retain our normal usage of our close for parking purposes. Throughout our long tenure at this address (20+ years), I don't think I've ever seen a car that I do not recognise as belonging to a member of our Close. Due to the remoteness of our address, it is our opinion that these proposals are more than superfluous and would do nothing more than to inconvenience the existing residents (8 households). I would also like to express our concerns that the entire scheme of proposing single yellow lines throughout Windrush Close, Witney Close and Woodstock Drive feel unnecessary as it would only lead to a confusing cascade of traffic and parking restrictions, such as the one being proposed for my Close. In our view there is no need for these wider proposals at all which would only serve to complicate the lives of other residents in the wider area. I hope you will take this into consideration and we hope that this unnecessary scheme will not be allowed to go forward. Officer's Response Considered as part of this report see paragraph 6 Burford Close I write to confirm my agreement to the proposed arrangements for the parking scheme in Burford Close, Ickenham. Officer's Response Considered as part of this report see paragraph 6 Heythrop Drive We would like the council to defer any installation of parking / waiting restrictions on Heythrop Drive for a 12 month period. This would allow us & other residents of Heythrop Drive to monitor & asses the situation going forward, in relation to parking on our & neighbouring roads. Since the initial consultations we have seen a dramatic decline in the number of non‐resident vehicles being parked on our road. We of course accept that this decline is largely down to the effect of measures imposed by central & local government due to the onset of the Covid‐19 pandemic. However, this combined with the major works carried out at Vyners School having been completed, has meant that a large amount of contractors vehicles are no longer coming to & parking in the immediate area. Since the return of pupil's to Vyners School we have noticed a significant reduction in the number of parked cars on Woodstock Drive & the adjacent roads. Furthermore, we believe that the "new normal" will see a significant increase in people working from home therefore reducing the need to travel / commute. A deferral of 12 months would allow us the opportunity to measure & re‐evaluate the need to impose restrictions. On another note, we notice that the proposed cost of a 2nd residents' permit has significantly increased to £100 from the £40 stated in your communication of January 2020. This is in our opinion totally unjustified & unacceptable and should parking / waiting restrictions be imposed in the future, we would expect the relevant council department to revert to the original costs. Officer's Response Considered as part of this report see paragraph 7 Approximate address Comments Heythrop Drive Given that council tax is going up by nearly 6% this year we feel that spending a large amount of council taxpayers' cash on such an unnecessary scheme at this time would simply be a major waste of money, especially during the pandemic. We would recommend that the scheme is deferred for at least 12 months and then fully re‐evaluated in terms of value for money and necessity. The pandemic has significantly cut traffic and will likely mean lower demand for parking in residential streets in this area for some time to come. It is also important that the council recognises the financial pressure many local families are facing and does its utmost to keep council tax down. It should also avoid the likelihood of parking fines and permits which would impact hard‐pressed local residents. Given these circumstances, the money could clearly be better spent elsewhere at the present time so we would strong recommend deferral. Officer's Response Considered as part of this report see paragraph 7 Heythrop Drive We are residents on Heythrop Drive and strongly object to the proposal of permits for residents living in our close. There are only 8 households out of 21 (ours included) that park vehicles on the road. Every single resident has a driveway that accommodates at least one car ‐ the majority of driveways are big enough to accommodate two. All the residents who rely on the on‐street parking work with each other to ensure that there are no issues or obstructions. We have lived on Heythrop Drive for over 10 years and have never, ever experienced any parking related problems with residents or non‐residents. We do not see the benefit of financially impacting the minority of residents who do not experience any issues with parking. The previous problem with cars and vans parked on Woodstock, which in turn pushed commuters and students to park on side‐roads has stopped now that the building work at Vyners School is complete. Our view is that the parking issues experienced previously were only ever temporary (because of the building work) and no longer cause as many/if any problems. We agree that there is a need for double yellow lines at the junction of Heythrop Drive to prevent obstructive parking for safety reasons, but beyond this point we strongly believe that there is absolutely no need for any further restrictions. We would be extremely grateful if our opposition to the proposal of permits can be considered before a final decision is made. Officer's Response Considered as part of this report see paragraph 7 Heythrop Drive I have received a letter regarding the proposed parking management scheme for Heythrop Drive and am writing to request that due to the cost of setting up this scheme and the changes to peoples working habits due to the pandemic you suspend this scheme for at least 12 months as I don't think now it will be necessary. Also I am concerned about the dramatic rise in the cost of a 2nd permit. It has more than doubled and I fail to see how costs have risen by that much over a year. I think we should leave the parking arrangements as they for the time being as a lot of people are working from home and these arrangements may stay in place so people will not be travelling into a workplace every day. Officer's Response Considered as part of this report see paragraph 7 Approximate address Comments Heythrop Drive We are writing to formally state our objection to any parking restrictions being put on Heythrop Drive. We don’t feel they are needed and would cause more problems to us and our visitors. There is not a large enough problem to take action and we think it is a complete waste of the council’s time and money. Officer's Response Considered as part of this report see paragraph 7 Heythrop Drive I understand that a 'permit holders past this point' scheme is currently being considered by the Council for Heythrop Drive, and as a local resident, I would like to flag a concern please. I would be very concerned if, under this proposal, vehicle specific permits were to be introduced that, in practise, prevented me from using short term car rentals (ie, for only a day or two). I trust you will take this concern into consideration as part of the formal consultation. My concern is that the restrictions will persuade commuters to park in Roker Park Avenue. This happens with builders' vehicles and occupiers of nearby flats. I would be grateful if you could consider a single yellow line in Roker Park with the restriction limited to one hour mid morning. I understand that this suggestion could be too late for your meeting on 31st of March but perhaps it could be considered separately. Officer's Response Considered as part of this report see paragraph 8 Roker Park Avenue I have just seen your proposed parking restrictions attached to a lamp post at the road junction of Swakeleys Road/Woodstock Drive. I totally agree with implementing new parking restrictions in this area, including resident permit zones, single yellow lines which will make these roads safer for local residents. However, it does concern me with the proposed single yellow line operational times – Monday to Friday 8.30am to 10.30am and 3.30pm to 4.30pm, Roker Park Avenue was not considered in your proposal. People who park their cars in Woodstock Drive to use public transport buses into Uxbridge/Harefield and Ruislip will naturally shift parking their cars to Roker Park Avenue, where I live, a road with no daytime parking restrictions. We currently have a lot of issues with vans and cars parking opposite one another, making access hazardous at the best of times. It also prevents local residents being able to walk on the pavements, having to resort to walking in the middle of the road. I would like for you to consider Roker Park Avenue to be included in your proposal. Officer's Response Considered as part of this report see paragraph 8 Approximate address Comments Woodstock Drive We write with reference to the above proposals for parking restrictions along Woodstock Drive. The proposed restrictions would impose additional restrictions on us as residents, along with visitors, to park outside our properties. The issues we suffer from are as a result of short/long term parking by people from outside the area or who live in the numerous flats along Swakeleys Road. As such the preference would be to the introduction of a ‘Permit Past this Point’ scheme, which would give us as residents the ability, and any visitors, to park on our road as required. We trust that this representation will be given due consideration. I support the proposal to introduce a form of parking restriction on Woodstock Drive. Commuters regularly park at my end of Woodstock Drive, at times the vehicles are left for days and sometimes weeks. Often vehicles are parked inconsiderately, impacting access to and from driveways. I do however have a concern on the impact to local residents with respect to the restrictions. My preference would be to either apply a shorter period of restriction to say a single hour in the day e.g. 10am to 11am, or to apply the residents permit scheme to the whole of the area under the proposed changes. These options would prevent commuter parking but lessen the impact on local residents. However, the pre‐ lockdown morning peak starts before 8.30am, and if there are vehicles parked until 8.30, it will restrict the flow of traffic in both directions, as it gets very busy with traffic trying to join Swakeleys Road from Woodstock Drive, with vehicles often backing up all the way past Gibson Road. I wanted to provide our opinion on this matter. We support having Yellow Lines on Woodstock Drive. Regarding the proposal on other streets we have no views. Officer's Response Considered as part of this report see paragraph 5 Woodstock Drive I am in favour of all the proposals which will improve safety and stop all day parking by non‐residents during the week. The refuse collection lorries sometimes have to go on the grass in the centre of Burford Close, and the U10 bus drivers have to negotiate thoughtlessly parked cars in Woodstock Drive. Double yellow lines to stop parking on corners is a very good plan. Most residents have two or more off street parking places and some have turned their front gardens into car parks which hold four or more cars. The property nearby to us frequently has a huge lorry parked outside all day and night because there is a long stretch without a dropped curb. This completely blocks the vision of cars turning right out of Gibson into Woodstock or urning left into Gibson from Woodstock. Please go ahead as soon as possible. The only solution that I’d like to see is resident parking bays, as you have stated for existing roads combined with yellow lines limiting to a single 1 hour slot of time Mon‐Fri. Officer's Response Considered as part of this report see paragraph 5 Woodstock Drive We all strongly disagree with the proposed parking restrictions down Woodstock Drive. We own several vehicles and our visitors regularly rely on parking on the road. For the surrounding roads, having to arrange a permit and having them to hand when someone visits is unnecessarily time consuming and a hassle. This takes away the rights of our visitors (and ourselves) to park cars freely. Introducing signs and yellow lines will be a detriment to the aesthetic of the road, as we all value how natural it looks and adding these will lower the tone of the road. We don’t need parking restrictions at all. Students should have the right to park near the school and have easy access to their place of education. Builders should have the right to access where they’re working as well. The residents who are disgruntled by cars parking outside of their homes should realise that people have the right to park where they please and that some home owners rely on the road more than themselves. They should appreciate the freedom that they currently have down their road. We would appreciate it if you took our opinion into consideration. I would like to endorse the implementation of this scheme. Officer's Response Considered as part of this report see paragraph 5 Woodstock Drive I am a little concerned that the restrictions proposed do not allow parking outside my own property during the operational times. I would therefore ask that this proposal be made more flexible to allow for resident parking during these times, with the use of resident permit passes as proposed in other nearby streets. This road is frequently used by vehicles travelling at excess speed. Whilst I am strongly supportive of the scheme in general I feel that the Single Yellow line proposal for Woodstock drive will remove amenity from residents preventing them or visitors from parking outside the own homes during the stated operational times, at the risk of a parking fine. I would strongly urge the council to consider using the ‘Permit past this point’ scheme for Woodstock Drive. I did have a brief conversation with Kevin Urquhart this morning to discuss this and he confirmed that the reason for the yellow line proposal was as a result of the balance of residents views taken several year ago when a previous consultation took place. I believe that if residents consider both options on their merits the additional amenity granted by the ‘Permit past this point’ scheme would command majority support. Officer's Response Considered as part of this report see paragraph 5 Approximate address Comments Woodstock Drive Thank you for your letter dated March 2021 regarding the proposed parking management scheme on Woodstock Drive and the surrounding roads. We do not agree that yellow lines should be proposed on Woodstock Drive. It was in fact the lack of parking restrictions that drew us to buying our property recently on this road, to be the home we bring our young children up in over the coming years. I understand from the letter that you are proposing yellow lines, however we would like to request that you in fact please consider the following: 1) Do nothing and monitor the situation, it seems to work fine to us. If complaints are raised then address it with step 2 2) If it is deemed essential (with evidence from the consultation) then please introduce time restrictions for parking but not yellow lines. 3) If this does not work alone, then to introduce parking permits for these restricted times. To reiterate, we would not like yellow lines and believe this will severely detriment this area and the general happiness of the neighbours. I look forward to hearing the feedback that the council receives. We believe the petition that was put forward by some of the residents was due to Vyners school having work carried out and their builders parking on Woodstock Drive causing issues. The work has now been completed and we do not have this issue anymore. We would like to clarify that we do not want any parking restrictions on Woodstock Drive. We have lived on Woodstock Drive for 10 years and have not experienced any difficulty regarding parking on our road. For a short period of time when the Vyners School had construction work, the road had busy traffic and at times a parking issue. Apart from that we have not been affected by any parking issues. Given that we are far away from any Tube/train stations or any shops/businesses, we don't see a reason why should non‐residents park their cars on our road. As such, we are not supporting the proposed parking restrictions. I do not agree with resident parking bays. One of my neighbours is trying to promote resident parking in Woodstock Drive by contacting all the residents in Woodstock Drive to change to resident parking bays. I believe that a lot of people are not aware that not everyone will get a parking bay outside their house as the road is not wide enough and is also a bus route. If, however, they do get a bay outside their house, another neighbour can constantly park outside their house, which can cause problems. I personally do not want a parking bay outside my house, especially as some of my neighbours have 3 or 4 cars. I would kindly ask that if parking bays are approved, is it possible to create them on the opposite side of the road. If the bays were created on the opposite side they would not effect anyone due to a large green area where the houses are set back. Officer's Response Considered as part of this report see paragraph 5 Woodstock Drive With regard to the plans for parking restrictions for Woodstock Drive and the surrounding area I should like to add the following to the discussion. As a household we are firmly in favour of a restriction in parking for the following reasons :‐ ‐The road is partially obstructed by cars arriving at 6am to park for the station and left there all day. ‐There have been situations where these early arrivals have sat with their engines running for long times, in one case for just over 3 hours. This was despite a request to turn it off. ‐During term time the road is used by students at Vyners School as parking for the day. The result of this and the added obstruction to buses and the ever growing number of large trucks using the road is affecting air quality and access. The minimal restrictions offered in terms of parking controls would preclude some of the problems outlined above. I would also request that, on instigation of the scheme, notices advising on the fines for leaving a car engine running whilst the vehicle is stationary are displayed to again assist with air quality. We do not support the parking restrictions proposed during the period 3.30pm to 4.30pm as we cannot see any justification for this. Parents will have already departed, having collected their children from Vyners School (which causes daily congestion through unsafe manoeuvres and double parking). When we are allowed, we anticipate the resumption of family and friends visiting us and the proposed parking restrictions will prohibit stays during these times. Could the proposal instead cover any 'hot‐spots' near to the village shops, park and schools. 3) The proposed morning and afternoon restrictions on Woodstock drive would unintentionally restrict genuine guest, visitor and delivery parking to homes along the road. We do not see the need for the changes. 4) If there is a valid reason for restrictions then please provide permits so that householders/ visitors do not get parking offence penalties. 5) Your proposal shows a new sign post (NSP), this is directly in the line of view from our Lounge window. If the scheme goes ahead, Could this be relocated where it will have less visual detriment. Not only do we use the off street parking for our vehicles and vehicles of our guests but, the college students of Vyners School use it during school hours. I cannot see how applying restrictions will help the students with their education or encourage guests to visit/support the elderly members of the community. You welcomed comments for consideration of schemes in your statutory consultation. I am glad to have the opportunity to contribute views on a problem in Woodstock Drive which has been growing steadily over recent years, and especially since parking restrictions have been introduced in Swakeleys Drive, Warren Road and Thornhill Road. Woodstock Drive, with no restrictions, is now an easy target for free long‐stay parking by commuters heading for the tube stations at Ickenham and Hillingdon, and by others including Vyners School parents and students. Vehicles are also often parked in Woodstock Drive by residents from neighbouring “Restricted” zones. I strongly support the Council’s proposals. I live at the end of Woodstock Drive where it joins with Warren Road, Thornhill Road, Swakeleys Drive and Witney Close. Traffic is regularly a hazard here, and not only for the residents but also for school children and cyclists. It is now getting dangerous. I have seen Woodstock Drive so congested that buses had to divert from Woodstock Drive. I believe that the proposed restrictions are essential, and that they would improve both road safety and the traffic flow.
