Accepted the tender from COMPLETE WEED CONTROL TRADING LTD for the provision of CONTROLLING OF VEGETATION TO HARD SURFACES to the London Borough of Hillingdon for a THREE-YEAR period from 24 May 2021 date to 23 May 2024 and at the value of £272,779.47. 2. Furthermore, agreed that this includes the provision to extend the contract for a TWO-YEAR period ( in one-year increments), subject to further approval by the Leader of the Council and Cabinet Member for Environment, Housing and Regeneration, in consultation with the Corporate Director of Planning, Environment, Education and Community Services at a total contract value of £456,432.98 over the full five years. Reason for decision The aim of this contract is to provide a high-quality weed control programme across the Borough that assists in the maintenance of the highways and housing estates to be weed free and increase resident satisfaction. Weed control is also a key element in achieving the Green Flag Awards and contributes to the 'In Bloom' campaign. Executive Decision Notice – 10 June 2021 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk The award of this contract to Complete Weed Control Trading Ltd. will provide the Council with the most economically advantageous outcome in terms of price, quality (based on a price: quality ratio of 80:20), and the level of perceived risk over the duration of the contract. The tender price submitted by Complete Weed Control Trading Ltd. Grounds Maintenance (Control of Vegetation to Hard Surfaces) meets the Council’s quality requi rements and is the lowest of those submitted by the tenderers. Before arriving at their recommendation, officers completed a pre-determined tender evaluation assessment procedure. This involved scoring each of the contractors against a series of criteria, financial and qualitative. Each contractor's score was then assessed, with particular attention given to the balance between price and quality. The company recommended for acceptance provides the most economically priced tender and provides an overall qu alitative service proposal that meet the Council’s requirements. Alternative options considered and rejected To not carry out a weed spraying programme . T his is not recommended as it would have a negative visual impact and could lead to the Council receiving complaints from residents. Classification That the report relating to this decision was declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Governm ent Act 1972 (as amended), in that the report contains information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighs the public interest in disclosing it.
