Democratic Services confirm that this is not a key decision, as such, the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 notice period does not apply. You should take a decision on or after Friday 26 August 2022 in order to meet Constitutional requirements about publication of decisions that are to be made. Putting our Residents First The request can be considered as part of the Council’s annual programme of road safety initiatives. Financial Cost The cost associated with the recommendations to this report is estimated at £520 and will be met from within existing revenue budgets for the Transportation Service. Relevant Select Committee Property, Highways and Transport Select Committee Relevant Ward(s) Uxbridge RECOMMENDATIONS That the Cabinet Member for Property, Highways and Transport: 1) Considers the objection received from the statutory consultation for the proposed ‘At Any Time’ waiting restrictions on Thomas Drive, Uxbridge; and, 2) Approves the introduction of the proposed ‘At Any Time’ waiting restrictions on Thomas Drive, as shown on Appendix B. Reasons for recommendations To improve access on Thomas Drive yet still maintaining parking for residents. Alternative options considered / risk management The Cabinet Member could decide not to proceed with the installation of the ’At Any Time’ waiting restrictions as advertised. Select Committee comments Cabinet Member Report – 18 August 2022 Part 1 - Public None at this stage. SUPPORTING INFORMATION 1. Thomas Drive is a residential road within Uxbridge Ward. Thomas Drive is part of a small estate of four roads with Morris Avenue being the only access road in or out of the estate. Morris Avenue has a gated emergency access to the rear of Hillingdon Sports and Leisure Centre. A plan of the area is shown on Appendix A to this report. 2. The Council received a request from a local resident asking for measures to remove obstructive parking on Thomas Drive on the corners and pinch point where the road narrows. As a consequence, a detailed site investigation was undertaken by Council officers. 3. Officers observed that vehicles were parking on the corner and by the kerb build outs. These vehicles restricted access for all vehicles especially larger vehicles and emergency vehicles. 4. As a result of the site observations a proposal was developed to install double yellow lines on the corner and pinch point . This will still maintain park ing in the rest of the road but improve access and visibility . The proposed waiting restrictions are shown on the plan attached as Appendix B of this report. 5. The directly affected residents were informally consulted on the proposal and the majority of responses supported the proposal. 6. The Cabinet Member agreed to take the proposal through the statutory 21-day consultation process, which involved the placing of advertisements in the local press and the display of public notices on site. During this period the Council received one objection and one email of support to the proposal. 7. The objector stated "We would like to confirm that we are against this proposal as there is already limited parking in this area, adding double yellow lines will make this issue wors e and will result in more poor parking practices i.e. parking on the corners, crossing and driveway entrances. The latter already applies to us as we have cars even students from Uxbridge College and others that block our driveway. The main issue for a number of years we have noticed is that most of the residents from all the flats have more than one car but only one allocated parking spot so majority of the cars belong to these residents as they park their extra cars outside on Thomas Drive, Worrall Lane and Morris Avenue, making it difficult for residents on these roads to park their own cars. Another issue is that some residents have more than one car on the above roads and usually use one as a parking cone. The car is left there for a few days and when it moved it is replaced with their other which always blocks spaces for other residents.” 8. The resident who indicated support for the proposals stated “I would support the proposal of yellow lines on Thomas Drive... Parking on the access roads is becoming an increasing problem with vehicles causing obstruction to emergency vehicles, refuse vehicles and other residents... the issue is particularly bad where the road narrows on Thomas Drive. It’s impossible for emergency vehicles to access the apartments to Crosby Gardens and Laurel Court...” 9. The local Ward Councillors have been consulted and no concerns were expressed by them. 10. After careful consideration of comments received from the statutory consultation and the views of the local Ward Councillors; it is recommended that the Cabinet Member agrees to proceed with the propos ed ‘At Any Time’ waiting restrictions on Thomas Drive in Appendix B to this report. Financial Implications The cost associated with the recommendations to this report is estimated at £520 and will be met from within existing revenue budgets for the Transportation Service. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? The effect of introducing the proposed waiting restrictions on Morris Avenue and Worrall Lane will be that access and safety is maintained whilst maintaining parking for residents. Consultation carried out or required Consultation has been carried out on this proposal through a notice on site and in the local press. Local Ward Councillors have also been consulted. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Borough Solicitor confirms that there are no legal impediments to the Cabinet Member agreeing the recommendations set out in the report which are in accordance with the outcome of the statutory consultation. Infrastructure / Asset Management There are no property implications resulting from the recommendations set out in this report. Comments from other relevant service areas None at this stage.
