Executive Decision Notice – 19 March 2024 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision COMMERCIAL PROPERTY RENT REVIEW – Hayes & Yeading United Football Club, Beaconsfield Road, Hayes Reference No. 1048 Date of decision Tuesday 19 March 2024 Call-in expiry date Tuesday 26 March 2024 Relevant Select Committee Property, Highways and Transport Select Committee Relevant Wards Wood End Decision made Cabinet Members making the decision Councillor Ian Edwards – Leader of the Council Councillor Jonathan Bianco – Cabinet Member for Property, Highways and Transport Decision Approved That the Leader of the Council and the Cabinet Member for Property, Highways and Transport agree d with the rent negotiated by officers as detailed in this report and instructed Property and Estates to complete the appropriate rent review memorandum. Reason for decision Lengthy negotiations have taken place with the tenant and a substantial rental increase has been agreed in principle, resulting in an income increase for the General Fund. This increase, showing a 15.79% uplift, is particularly positive in the current difficult property climate, after the backdrop of the lockdown period and its peripheral affects. Officers are confident that this is the maximum achievable rental increase for this rent review. Alternative options considered and rejected The alternative is not to approve the agreed -in-principle rental increase for this rent review. This is likely to lead to the rent review being referred for third party determination by arbitration. This action will involve a degree of risk as third- party determination may result in a rental figure being determined above or below the rent negotiated between parties and result in substantial arbitration fees on both sides.
