Executive Decision Notice – 24 August 2021 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision Section 12 Doctor Assessments and Best Interest Assessments Reference No. CMD 239 Date of decision 24 August 2021 Call-in expiry date 01 September 2021 Relevant Select Committee(s) Families, Health & Wellbeing Select Committee Relevant Ward(s) All Decision made Cabinet Members making the decision Leader of the Council Cabinet Member for Health and Social Care DECISION APPROVED That the Leader of the Council and the Cabinet Member for Health and Social Care accepted the single tender from Quality Care & Recr uitment Solutions Limited to t he London Borough of Hillingdon for a n eighteen month period from 1 July 2021 to 31 December 2022 and at an estimated value of £397,020 for the provision of Section 12 Doctor Assessments and Best Interest Assessor Assessments, as outlined in The Deprivation of Liberty Safeguards (DoLS) Code of Practice (statutory guidance). Reason for decision This decision will provide for 1,184 Section 12 Doctor Assessments and up to 87 Best Interest Assessor reports annually. The decision to extend the contract until 31 December 2022 ensures service continuity should the implementation of Liberty Protection Safeguards from central government be delayed and/or to ensure statutory responsibilities can be met through any required transitional period. Classification Report exempt from publication: The report rel ating to this decision was declared as exempt from publication as it involved the disclosure of information in accordance with Section 100(A) and paragraph 2 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contained information which was likely to reveal the identity of an individual and that the public interest in withholding the information outweighed the public interest in disclosing it. Upon receipt of a valid call-in request, Democratic Services will immediately advise the relevant officer(s) and the decision must then be put on hold.
