Executive Decision Notice – 06 August 2021 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision AWARD OF CONTRACT: BUDGET MANAGEMENT SYSTEM Reference No. 240 Date of decision 06 August 2021 Call-in expiry date 5pm, on 13 August 2021 Relevant Select Committee(s) Corporate, Finance and Property Select Committee Relevant Ward(s) All Wards Decision made Cabinet Members making the decision Cllr Martin Goddard - Cabinet Member for Finance DECISION APPROVED That the Cabinet Member for Finance agrees to extend the current contract to Advanced Business Software and Solutions Limited for the provision of budget management software to the London Borough of Hillingdon for a 2+1+1 period from 1 June 2021 to 31 May 2025 and at the cost of £236k. Reason for decision The Council’s existing contract for a budget management system is due to expire in August 2021 and this report recommends appointing the existing supplier through a framework agreement to maintain continuity of provision. The system is a key enabler of the work of the Corporate Finance function and therefore supports the Council in delivering Sound Financial Management. Alternative options considered and rejected The use of an alternative supplier was considered and , given that the existing system meets the Council’s requirements, the additional resource requirement s of managing a new system implementation would be disproportionate to any benefits that could be secured in the short term. This approach also facilitates a review of the Council’s wider suite of financial management systems , which would be expected to secure Executive Decision Notice – 06 August 2021 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk greater efficiencies and improvements than changes to the budget management system in isolation.
