Accepted the tender and agree d the award of contract to PFL Electrical Ltd for £267k for the installation of LED communal lighting to reduce carbon emission and energy consumption at The Grainge’s Car Park; and 2. Agreed to the Capital release request of £307k inclusive of contingencies and fees from the Property Works Programme capita l budget 2022/23 for the installation of LED communal lighting to reduce carbon emissions at The Grainge’s Car Park. Reason for decision The recommendation was to upgrade the LED communal and emergency lighting to The Grainge’s Car Park, a Council owned Car Park. The existing lighting has a significant energy demand with an associated high carbon footprint. In accordance with the objectives of the Council’s Strategic Climate Action Plan, the car park has been identified as having scope for improvements to operational requirements to reduce energy demands and the Executive Decision Notice – 28 June 2022 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk associated carbon footprint. In addition, the installation of LED communal and emergency lighting will provide residents and members of the public with adequate means of escape in the event of a mains failure or emergency, should the location need to be evacuated or experience a power cut. This will ensure the car park is compliant with the relevant safety regulations. The Grainge’s Car Park consists of 497 spaces and 30 disabled bays located over 5 floors. It does not currently have suitable emergency lighting installed. Following the replacement, every light fitting within the building will be replaced to emergency lighting across all walkways and open plan parking areas. The current emergency lighting would not provide sufficient lighting levels in the event of an emergency or mains failure to enable the residents to evacuate safely or provide a safe working environment if they remain. Officers procured the works via the open tender and the winning contractor were PFL Limited. They offered the most competitive price and are compliant in all respects with the Council's performance specification. The contract has been awarded following Cabinet Member approval. Alternative options considered and rejected None at this stage.
