Executive Decision Notice – 30 June 2022 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision AWARD OF CONTRACTS: BED-BASED INTERMEDIATE CARE SERVICES Reference No. 496 Date of decision Thursday 30 June 2022 Call-in expiry date 5pm, Thursday 07 July 2022 Relevant Select Committee(s) Health and Social Care Select Committee Relevant Ward(s) All Wards Decision made Cabinet Members making the decision Councillor Ian Edwards – Leader of the Council Councillor Jane Palmer – Cabinet Member for Health and Social Care Approved That the Leader of the Council and Cabinet Member for Health and Social Care: 1. accepted a single tender from CCS Homecare Services Limited for the provision of an intermediate care service at six flats within Park View Court extra care housing scheme for the period between 3rd April and 2nd October 2022 at a total cost of £175,000. 2. retrospectively accept ed a single tender from CCS Homecare Services Limited for the provision of an intermediate care service at six flats within Pa rk View Court extra care housing scheme for the period between 5th April 202 1 and 3 rd April 2022 at a total cost of £310,440. 3. accepted the following single tenders for the provision of intermediate care beds in care home settings: a) from Bondcare (London) Limited for the provision of three nursing beds at Ashwood Care Centre to the London Borough of Hillingdon for the period 18 th Executive Decision Notice – 30 June 2022 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk April to 2nd October 2022 at a total cost of £83,662.80 (£3,217.80 per week). b) from Hayes Cottage Nursing Home Limited for the provision of three nursing dementia beds at Hayes Cottage Care Home to the London Borough of Hillingdon for the period 3rd April to 2nd October 2022 at a total cost of £81,556.80 (£3,136.80 per week). c) from Seymour House Residential Care Homes Limited for the provision of a block contract for three residential dementia beds at Seymour House residential care home to the London Borough of Hillingdon for the period 3rd April to 2nd October 2022 at a total cost of £60,060 (£2,310 per week). Reason for decision Intermediate care services are a range of short -term services provided to people free of charge to enable them to return home more quickly after a hospital stay or avoid going into hospital unnecessarily. The range of services include reablement, crisis response, home-based rehabilitation and bed- based services. This report concerns bed-based intermediate care services. The Council, Hillingdon Health and Care Partners (HHCP) and North West London Clinical Commissioning Group (CCG) are working together to establish stable, longer-term, i.e. four years, arrangements to facilitate the timely discharge of people admitted to Hillingdon Hospital who no longer require treatment in a hospital setting but are unable to return to their usual place of residence. Alternative options considered and rejected Intermediate care in extra care 2022/23: Not accepting the single tender – This option is not recommended as it would deprive the health and care system of bed capacity before alternative arrangements have been secured, which could result in longer stays in hospital. Block care home beds: Not approve the Council entering into contracts with providers – This would lose the strategic advantage to the Council of being able to monitor supply and demand activity within the local care home market as well as influence price. Having a direct contractual relationship with providers also enables the Council to monitor quality and mobilise support where required.
