APPROVED
1. That the Leader of the Council & Cabinet Member for
Families, Education accept the tender and approve
the award of a three-year contract (plus an option to
extend for a further two years) to Qualify Me Ltd to
provide a construction training coordination service.
2. That the Leader of the Council and the Cabinet
Member for Finance approve a total of £241,645 from
S106 funding is allocated towards the provision of
the construction training coordinator service
contract to cover the first 3 years from the following
S106 contributions:

Reason for decision The Council’s current contract for the provision of construction
training coordination ended in December 2021 following a six -
month extension to facilitate the Tender process. Qualify Me Ltd
have successfully provided the construction coordination
service for the past seven years and have assisted the C ouncil
to maximise local employment and skills training on construction
sites within the Borough.
From extensive research and previous market testing we know
there are only a handful of potential suppliers who provide the
comprehensive service similar to the one offered by Qualify Me
Ltd.
The proposal is that the service will be fully funded, through
financial contributions received from developers for the purpose
of discharging S106 construction training obligations and
therefore presents no direct cost to the Council. If the option to
extend the contract is recommended, then further Cabinet
Member approval will be sought and subject to new developer
funding sources identified.
The allocation of S106 and S278 funds is required to be formally
approved by the Leader of the Council and the Cabinet Member
for Finance on a case -by-case basis. This report requests the
approval for the s106 funds held at the above case reference to
be committed as outlined in this report.
Alternative options
considered and

The Cabinet Members could have agreed to fund the scheme
and / or suggest alternative projects to which funds could be
allocated within the terms of the relevant legal agreements. If
the S106 funds are not allocated to an appropriate scheme, the
unspent funds may need to be refunded.
