Executive Decision Notice – 8 July 2022 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision HOUSING REVENUE ACCOUNT WORKS TO STOCK 2022/23 PROGRAMME - PLANNED KITCHEN AND BATHROOM RENEWAL PHASE 10: TENDER APPROVAL AND CAPITAL RELEASE NO. 11 Reference No. 527 Date of decision Friday 8 July 2022 Call-in expiry date 5pm, Friday 15 July 2022 Relevant Select Committee Property, Highways and Transport Select Committee Relevant Ward All Decision made Cabinet Members making the decision Councillor Jonathan Bianco - Cabinet Member for Property, Highways & Transport Councillor Martin Goddard - Cabinet Member for Finance Approved That the Cabinet Member for Finance and the Cabinet Member for Property, Highways and Transport: 1. accepted the tender and approve the award of contract for the Planned Kitchen and B athroom Renewals Phase 10 to PFL Electrical Ltd at a cost of £194,596.11; and 2. agreed to the capital release requests of £ 225k inclusive of contingencies and fees from the Kitchens and Bathrooms work -stream within the Housing Revenue Account Works to Stock programme 2022/23 budget for the Planned Kitchen and Bathroom Renewals Phase 10. Reason for decision The proposed contract is to undertake the planned renewal of 29 kitchens & 21 bathrooms under Phase 10 of the programme, detailed in Appendix B of the confidential report. A number of kitchens and bathrooms are in poor condition and at the end of their useful life. Executive Decision Notice – 8 July 2022 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk This is Phase 10 of a phased programme of kitchen and bathroom renewals which is aimed at quickly dealing with replacements; enabling the effective management of smaller work packages and reducing costs using smaller, more specialist installation companies. Alternative options considered and rejected Moving away from the larger type of delivery contracts gives greater flexibility to deal with risks associated with poor contractor performance. This approach will enable more specialist contractors to deliver installations at lower costs.
