Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:

That the Cabinet Member for Finance and the Cabinet
Member for Property, Highways & Transport:
1) Agreed to vary the current contracts (2 No) with
Myson's Ltd by 50% in value at an estimated cost of
£298k to enable the installation of A+ Rated double
glazed windows to an estimated additional 45 No
high priority, poorly performing properties;
2) Agreed to vary the current contract (1 No) with Beam
Construction Ltd by 50% in value at an estimated
cost of £188k to enable the installation of A+ Rated
double glazed windows to an estimated additional 27
No high priority poorly performing properties; and,
3) Agreed to the capital release request of £486k from
the Window Renewals work -stream within the
Housing Revenue Account Works to Stock
programme 2022/23 budget for the supply and
installation of “A+ Rated” Double Glazed windows.
Reason for decision The variation of existin g contracts was recommended to
increase the number of window replacements from the 143 No

properties to an estimated 215 No properties. The additional
properties existing windows had reached the end of their useful
lives and we re obsolete. The new A+ rated double glazed
windows will help to reduce energy consumption and will
improve the energy efficiency of tenants’ homes.
The current contracts had experienced an elevated level of
omissions from the original tender list of 143 No property units.
There were 77 No. omissions across the three contracts which
were in part due to a large number of leaseholders opting out of
the programme, these addresses had been replaced by Council
owned properties. There had
also been a small number of
tenants who ha d not r esponded to the programme despite
numerous letters and attempts to contact.
The variation of contract values will enable approximately 72 No
additional properties to benefit from replace
ment A+ rated
double glazed windows.
Alternative options
considered and
rejected
Tendering the works, however due to the delays associated with
surveys and assessment of the required measures, there would
be insufficient time to deliver works in the required time scales.
It was therefore agreed with LBH procurement to utilise existing
agreements and negotiate scheduled prices to ensure value for
money is achieved.
