Approved
That the Leader of the Council and the Cabinet Member for
Health and Social Care:
1. Agreed to extend and vary the current contract with
Central and North West London NHS Foundation
Trust (CNWL) for the provision of a Physiotherapy
Support Service to the London Borough of Hillingdon
for a two-year period from 01 April 2023 to 31 March
2025 and at the value of up to £154,621;
2. Agreed to vary the contract to permit the service to
offer quarterly training programmes to reablement
carers to enhance the physiotherapy offer.
Reason for decision 1. The provision of physiotherapy support to the
Reablement Service increases the effectiveness of the
service by addressing functional issues such as mobility
and stability without the need for a hand- off to another
organisation, promoting independence and supporting
the resident to self-care for the future.
2. The value added by the proposed contract variation will
result in the service offering a
quarterly (2hrs) training
programme for Reablement carers to improve their ability
to:

• Follow a prescribed rehabilitation plan by the
trained therapists
• Spot early signs of deterioration or lack of
progress in a client and escalate to the
appropriate therapists
This will enhance the capability of the Reablement carers
and improve the outcomes for residents.
Alternative options
considered and
rejected
Discontinue the service: This is not recommended on the basis
that physiotherapy support for the Reablement Service is
necessary in order to maximise the number of residents,
particularly those aged 65 and over, who are able to live
independently in their own homes.
Undertake a competitive tender: This option is not
recommended as officers are aware of the national shortage of
experienced therapists with the level of expertise required to
work in the field of reablement.
