Democratic Services confirm that this is not a key decision, as such, the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 notice period does not apply. You should take a decision on or after Thursday 6 April 2023 in order to meet Constitutional requirements about publication of decisions that are to be made. Notes the response to the f ormal consultation on changing the double yellow lines in Tiptree Road, Ruislip. 2. B ased on the views expressed it is recommended that: a. The proposed double yellow lines on the north- eastern side of Tiptree Road are extended as proposed. b. That the proposed reduction of the double yellow lines on the southwest ern side is deferred at the present time. Cabinet Member Report – 29 March 2023 Page 2 (Part 1 Public) Reasons for recommendations These recommendations reflect the views of local ward councillors following officer investigations. These amendments will also always ensure unimpeded access and egress for emergency vehicles at all times. Alternative options considered / risk management None at this stage. Select Committee comments None at this stage SUPPORTING INFORMATION 1. A Road Safety Suggestion Form was received from a resident of Tiptree Road, Ruislip reporting that emergency services vehicles were experiencing problems accessing the road due to parking on both sides of the road close to the junction with Braintree Road. 2. Tiptree Road is a mainly residential no through road off Braintree Road, close to Braintree Road Industrial Estate. Officers visited the location and observed that the carriageway was just over six metres wide, meaning that if vehicles were parked on both sides of the road the remaining carriageway width would not be sufficient for emergency services or waste collection vehicles to pass unimpeded. 3. Based on the evidence found during the visit , it was proposed that the double yellow lines on the north- eastern side of the road be extended up to the first dropped kerb to ensure that vehicles could not park there. At the same time, in order to maintain the total ker bside parking available, it was also proposed that the yellow lines on the southwestern side be reduced which would not compromise road safety but still maintain on-street parking provision. 4. These proposals were shared with local ward councillors who supported this approach . 5. Following the above, a 21-day formal consultation was then undertaken where street notices were placed in the vicinity of the proposed changes and public notices were placed in the London Gazette and a local newspaper. 6. The Council received a single response objecting to the reduction of the yellow lines as it may encourage more parking of vans a nd heavy vehicles outside his property . The resident states that there has been a problem for years of large vehicles parking at all hours and sitting there with their engines running. 7. Considering this additional change was in addition to what requested, it is recomm ended that the reduction of the yellow lines on the southwestern side be deferred at the present time and that only the extension on the north-eastern side go ahead. Financial Implications The cost associated with the recommendations to this report is estimated at £500 and will be met from existing revenue budgets for the Transportation Service. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities To change the parking measures requested by residents following consultation and provide access for the emergency services. Consultation carried out or required Consultation has been carried out on this proposal through a notice on site and in the London Gazette and local press. Local Ward Councillors have also been consulted. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Council’s power to make orders introducing parking restrictions such as that proposed in this report for ‘at any time’ waiting restrictions in Tiptree Road, Ruislip is set out in Part I of the Road Traffic Regulation Act 1984. The consultation and order making statutory procedures to be followed in this matter are set out in The Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations 1996 (SI 1996/2489). If the decision is taken to make the proposed order, Part V of the Road Traffic Regulation Act 1984 and the Traffic Signs Regulations and General Directions 2016 set out the signage requirements, which must be observed. In considering consultation responses, section 122 of the Road Traffic Regulation Act 1984 means that the Council must balance the concerns of the objectors with the statutory duty to secure the expeditious, convenient, and safe movement of vehicular and other traffic.
