Relevant Ward Ickenham & South Harefield RECOMMENDATIONS That the Cabinet Member: 1. Notes the objections received during the statutory consultation for the proposed extension of the double yellow lines in Almond Avenue, Ickenham adjacent to No. 13 Ivy House Road. 2. Approves the installation of extension to the double yellow lines on Almond Avenue, Ickenham as proposed and shown on Appendix A. Reasons for recommendations The recommendations to this report reflect the views of the local Ward Councillors who have reviewed the responses to the formal consultation. The proposed extension to the double yellow lines in Almond Avenue is intended to prevent obstructive parking while assisting with the free flow of traffic and generally promoting road safety. Cabinet Member Report – 25 July 2023 Page 2 Part I – Public Alternative options considered/ risk management None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Council has received concerns over obstructive parking and issues relating to the free flow of passing traffic in Almond Avenue, Ickenham. As a result, the Cabinet Member instructed officers to conduct informal consultation with residents on possible proposals to extend the double yellow lines along the northwest side of the road adjacent to No. 13 Ivy House Road as shown on Appendix A. The outcome of the informal consultation revealed that three out of the four residents who responded would support the proposal to extend these restrictions. Following discussion with the Cabinet Member and the local Ward Councillors it was recommended that these proposals be progressed to the next stage of formal consultation. 2. Following the above, statutory consultation was carried out on the proposals as set out in Appendix A to extend the existing double yellow lines adjacent to No. 13 Ivy House Road . During this period street notices were erected and public notices were placed in the London Gazette and a local newspaper. In addition, nearby properties wer e sent a copy of the proposals and asked to respond to the formal consultation with their views. 3. During the consultation period the Council received two objections to the proposed extension to the double yellow lines and two responses broadly in support of them. Attached as Appendix B are redacted versions of the responses that were made during the formal consultation. 4. The two objections did not come from residents of Almond Avenue , but from people who often utilise the nearby parking and felt that the proposed extension to these double yellow lines would further limit the amount of parking available for residents and businesses of Swakeleys Road. These parking spaces are probably used by nearby residents and businesses of Swakeleys Road where parking opportunities are limited primarily because of the Stop & Shop parking scheme which is intended to create a turnover of parking spaces for the shops. 5. The responses to the formal consultation have been reported to the local Ward Councillors to consider further. After reviewing the responses made, the Ward Councillors feel that on balance the proposed restrictions in Almond Avenue should be installed as proposed to address the concerns raised with road safety and access. Major changes to the parking arrangements in nearby streets such as Ivy House Road would probably be best informed by way of a petition supported by those residents directly affected by such changes. 6. In summary it is recommend ed that the extension to the double yellow lines proposed in Almond Avenue should be installed as proposed and shown on the plan attached as Appendix A. If residents or business occupiers would like further changes to the parking in this area for the benefit of long -term parking, then it is suggested that they petition the Council so that the request for changes can be considered. Cabinet Member Report – 25 July 2023 Page 3 Part I – Public Financial Implications The cost associated with the recommendations to this report is estimated at £1,000 and will be funded from existing revenue budgets within the Transportation Service. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities The effect of the decision to implement ‘at any time’ waiting restrictions in Almond Avenue, Ickenham near to the junction with Ivy House Road will improve road safety and prevent obstructive parking. Consultation carried out or required Statutory consultation was carried out between 24 May to 14 June 2023 by the insertion of public notices in a local newspaper, the London Gazette and displayed on site. Additionally, the Council wrote to the residential properties abutting the section of road where the changes are proposed. No further consultation is required; however, a final notice of making will be required if the Cabinet Member decides to approve the recommendations of this report. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance have reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Council's power to make orders relating to parking places is set out in Part IV of the Road Traffic Regulation Act 1984. If the recommendations are implemented, this report indicates that additional waiting restrictions will be imposed on the road. The Council’s power to make orders imposing waiting restrictions is set out in Part 1 of the Road Traffic Regulation Act 1984. The consultation and order making statutory procedures to be followed in this case are set out in The Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations 1996 (SI 1996/2489). Section 122 of the Road Traffic Regulation Act 1984 requires the Council to balance the concerns of the objector with the statutory duty to secure the expeditious, convenient and safe movement of vehicular and other traffic. In considering the consultation responses, decision makers must ensure there is a full consideration of all representations arising including those which do not accord with the officer's recommendation. The decision maker must be satisfied that responses from the public were conscientiously taken into account. Cabinet Member Report – 25 July 2023 Page 4 Part I – Public The Traffic Signs Regulations and General Directions 2016 govern road traffic signs and road markings. There are no special circumstances drawn to our attention that would prevent removal of the permit parking place and introduction of waiting restrictions provided that the appropriate statutory procedures are followed. Approximate address Comments Almond Avenue Please be away I am fully supportive of this proposal. The number of near misses I have had where cars come flying round this corner directly onto the wrong side of the road to avoid the parked cars are to numerous to count, I fully support this proposal. Ivy House Road I re‐confirm our support for the proposed restrictions illustrated on the plan accompanying your letter. Out of the Borough I am writing to provide feedback on the changes proposed by the council. Overall I largely agree with the changes proposed apart from the extension of the yellow lines on Almond Avenue. There are significant challenges for residents to find parking spaces in and around almond avenue and ivy house road in Ickenham. Which causes many people to park illegally out of hours regardless. If the changes proposed were implemented this would reduce the parking spaces available by 3‐5 cars causing a fight for spaces and disagreements. This road is usually full with parking. As the road usually can only accommodate one way traffic it’s usually approached at a slow speed so this change would not improve safety significantly enough to warrant the loss of parking space. Some potential alternatives would be to allow parking on ivy house road with the ability for an all day ticket to be purchased. I'm writing in reference to the proposal ref: 3N/04/24/05/23 to extend the present double yellow lines along Almond Avenue, Ickenham. I have resided above the shops on Swakeleys Road for almost 19 years. In this time parking management schemes have been introduced, extended, and always with a negative impact on those who live and work in these shops and flats. Off road parking is already limited or non‐existent for many of these people. As one of those directly affected by this proposal, I am horrified that we will be losing 4 or 5 spaces where I, family & friends visiting, and business owners & staff can park. It's already become a nightmare since the addition of the restrictive parking hours on Ivy House Road. We are not eligible for any form of residents parking permits to enable us to park on other roads such as Milton Court, Rectory Way, or in the Stop & Shop spaces. I have never experienced any benefit from these schemes; all they have done is push everyone into fighting for the handful of unrestricted parking spots ‐ of which Almond Avenue is the last freely available road to us ‐ and created tension over parking in and blocking up the alleyways behind the shop premises. As examples of this negative impact ‐ on one occasion I had to move my car 3 times during a single day and pay for parking because of the various limits and restrictions on the local roads. All I wished to do is park somewhere reasonably close to my home. On another occasion my hairdresser had to leave mid‐haircut in order to move her car temporarily onto a friend's driveway so she wouldn't be fined, as the only parking space she'd been able to find in the morning was on Ivy House Road with its '11am‐noon no parking' restriction. These are the people who live and work in Ickenham, providing business and income; yet whenever we have raised these issues we have been completely ignored. I know that the junction has poor visibility for traffic turning into Almond Avenue from Ivy House Road. Extending the double yellow lines could improve this situation. HOWEVER, I disagree that extending the lines to No.13 is necessary to achieve this. 2 metres, or one cars length, would be more than sufficient to improve visibility for drivers and still retain 3 or 4 places for people to park. It must be noted that most drivers already approach this junction slowly understanding there may be cars coming the other way they can't immediately see. More importantly, I have never been aware of any collisions occurring between vehicles at this spot. Given the number of collisions I've witnessed on Swakeleys Road itself over the years, this suggests currently there isn't actually a problem with the junction as it presently is that needs to be solved by this proposal.
