Putting our Residents First This report supports the Council objective of Our People. Results of the consultation will be considered in relation to the Council’s strategy for parking in residential areas. Financial Cost The estimated cost implications in relation to the recommendations set out in this report is £500. Relevant Select Committee Property, Highways and Transport Relevant Ward Charville. RECOMMENDATIONS That the Cabinet Member: 1. Notes the response to the formal consultation on double yellow lines in Derwent Drive, Hayes; 2. Based on the views expressed during the consultation, it is recommended that the proposed double yellow lines are implemented as proposed; and 3. Notes further that a separate exercise is being undertaken to explore other measures in the road, primarily traffic calming proposals; these will be the subject of a subsequent separate reporting process. Reasons for recommendation These recommendations reflect the views of local W ard Councillors following officer investigations. Cabinet Member Report – 29 June 2023 Page 2 Part I – Public Alternative options considered/ risk management None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. A Road Safety Suggestion was received from local Ward Councillors regarding obstructive parking at the southern end of Derwent Drive near the junction with the Uxbridge Road, and at its junction with Welwyn Way . 2. Derwent Drive is a residential road that links the Uxbridge Road and Park Lane. C ouncillors were concerned that vehicles heading south from Park Lane were being forced into the middle of the road at the junction with Welwyn Way as the road bends to the left , and as a result, requested yellow lines on the inside of the corner , and in the vicinity to improve sightlines . 3. A site visit was undertaken and during the visit, vehicles were observed parking close to the corner where the new waiting restrictions are proposed. Proposals were drawn up and shared with local W ard Councillors who asked that they should be subject to formal consultation. 4. A 21-day formal consultation was subsequently undertaken where street notices were place in the vicinity of the proposed changes and public notices were placed in the London Gazette and a local newspaper. A copy of the draft order was made available on the Council website, and at the Civic Centre. 5. D uring the consultation, the Council received two responses objecting to the proposed waiting restrictions. The first objection came from a property close to the junction of Derwent Drive and Len Taylor Drive who was concerned that if they had to park around the corner in Len Taylor Drive there was an increased chance of their vehicle being broken into, as they suggested, had happened previously to a friend. They also raised that they felt these extra restrictions may cause an increase in the speed vehi cles negotiate the corner and that there had been previous accidents in the vicinity of the corner. 6. The second objection also raised the view that these restrictions may simply clear the bend and allow speeding drivers to feel more confident as they take the bend. They also felt that speed bumps should be installed on Derwent Drive to slow the traffic, however this is outside of the remit of this report. 7. Integration of the most recent available accident data showed no reported police collisions in the last five years. 8. The responses were shared with local W ard Councillors who on balance felt that whilst the objectors may have made valid points, large vehicles that have been observed parking on these junctions pose a greater r oad safety risk . 9. It is therefore recommended that the waiting restrictions are installed as proposed. 10. In the meantime, as the Cabinet Member will be aware, a separate consultation exercise has now been initiated to seek the views of residents with regard to possible traffic calming in the Cabinet Member Report – 29 June 2023 Page 3 Part I – Public road. The outcome of this separate exercise will be reported as soon as possible, along with recommendations, but those further proposals should not impede the progressi on of the waiting restrictions that are the subject of this present report. Financial Implications The cost associated with the recommendations to this report is estimated at £500 and will be met from existing revenue budgets for the Transportation Service. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities The recommendations would improve sightlines on the junction. Consultation carried out or required None. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Council’s power to make orders introducing parking restrictions such as that proposed in this report for p roposed double yellow lines in Derwent Drive is set out in Part I of the Road Traffic Regulation Act 1984. The consultation and order making statutory procedures to be followed in this matter are set out in The Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations 1996 (SI 1996/2489). If the decision is taken to make the proposed order, Part V of the Road Traffic Regulation Act 1984 and the Traffic Signs Regulations and General Directions 2016 set out the signage requirements, which must be observed. In considering consultation responses, section 122 of the Road Traffic Regulation Act 1984 means that the Council must balance the concerns of the objectors with the statutory duty to secure the expeditious, convenient, and safe movement of vehicular and other traffic.
