Financial Cost This report seeks the release of £36,675 from the High Speed 2 (HS2)
Road Safety funding grant awarded to the Council to deliver the road
safety measures in the North of the Borough detailed in this report.
The project manager is Rick Connors. The works will commence upon
release of the funds and are due for completion by May 2023.

RECOMMENDATIONS
That the Cabinet Member for Finance and the Cabinet Member for Property, Highways and
Transport agree to the following capital release requests of £3 7k from the High Speed 2
Road Safety Fund (Appendix A).

Reasons for recommendation
The scheme meets the objectives of the ‘Road Safety Fund’ as it will introduce measures which
will improve road safety along these roads.
One of these roads are on the approved HS2 Lorry Routes (Breakspear Road South), while the
other road, Rickmansworth Road is directly affected by HS2 Works in the area, and the impact
on the road network this causes.
The road safety measures on these roads will provide a lasting legacy for road safety in the area
as a direct consequence of HS2 funding for this project.
Alternative options considered
The Cabinet Members may agree not to proceed with the programme of works as outlined in the
report or suggest alternative projects to which funds could be allocated within the terms of the
grant conditions. If the HS2 funds are not allocated to an appropriate scheme or delivered within
the required timescale, the unspent funds may need to be refunded.

SUPPORTING INFORMATION
Background
Due to the large amount of HS2 Works Sites within the London Borough of Hillingdon and the
acknowledgement that HS2 construction traffic will have an impact on the Borough’s Road
network, In May 2019 the Council received a purchase order to the value of £645k as the
Hillingdon HS2 Road Safety Fund. This sum was calculated by HS2 as a pro- rata allocation as
part of a route-wide fund.
The monies can be drawn upon as and when successful bids are made to HS2 via the Road
Safety Fund Proforma, to date £237k has been drawn down through successful bids.
On the 06 February 2023, the London Borough of Hillingdon submitted a Proforma requesting
funding of £37k for the Road Safety Measures in the North of the Borough on Breakspear Road
South in Ickenham, which is on a HS2 approved Lorry Route and Rickmansworth Road i n
Harefield, which is directly affected by HS2 works in the area.
On the 06 February 2023, HS2 confirmed via email that the application for funding to take the
schemes forward has been approved.
Officers will raise invoices to HS2 in line with t he payment schedule that has been agreed with
HS2 of 50% at the start of the works and 50% on completion.

A previous scheme that was funded by HS2 Road Safety Fund in 2021/22 included the reduction
in speed limit to 30mph on Breakspear Road South. T he installation of a Vehicle Activated Sign
will benefit Road Safety by informing vehicles driving faster than 30mph to “Slow Down”.
Rickmansworth Road – Road Safety Scheme
Following a petition from residents regarding the vehicle speeds and the request for a pedestrian
crossing point, officers have developed a package of works to help address the petitioner’s
concerns and requests.
The following measures are to be installed
• Installation of a pedestrian refuge
• Installation of signage and road markings
• Installation of a Vehicle Activated Sign
• Reduction to the speed limit from the National to 40mph (from the Borough boundary to
the existing 30mph limit)
The costs of both schemes are based on rates provided by the Council’s Highways Team, and
the works will be undertaken by the Council’s term contractors who have quoted for the installation
of all signage, road markings and Vehicle Activated Signs (VAS) and are detailed below in Table
1.

Financial Implications
HS2 Local Road Safety Fund 2023/24 Budget £426k, Previously Released NIL, Release
Requested £37k - Appendix A
In 2019/20, High Speed 2 Limited allocated £645k funding to the London Borough of Hillingdon
to make improvements in places along the line of the HS2 route for traffic calming measures,
safer pedestrian crossings or safer junctions for cyclists, pedestrians and drivers. The intention is
for a legacy of road and cycle safety improvement for people who live and work along the HS2
route. This funding was accepted at the July 2019 Cabinet. In December 2022 Cabinet approved
the re-phasing of £426k of the unspent funding into 2023/24.
The funds which are the subject of this capital release request are part of a sum which HS2
Limited has allocated to the London Borough of Hillingdon; the Council has to apply to draw down
the funding to ensure the criteria are met. HS2 Limited will fund in two staged payments on start

of works and completion of works.
£219k has been drawn down through successful bids and approved for release through the capital
release process, of which £34k was spent in 2020/21, £39k was spent in 2021/22 and £146k
spent in 2022/23 for:
• T he implementation of a camera enforced 7.5T weight restriction on Ladygate Lane
Ruislip (West Ruislip);
• Th e upgrade of the existing pedestrian refuge on Bury Street, close to the junction of Park
Road, to a zebra crossing with accompanying highway surfacing upgrade w ith anti-skid
on both approaches (West Ruislip);
• T he addition of zebrites at the Swakeleys Road/ Copthall Road East Crossing (Ickenham);
• T he installation of enhanced signage at the bend on Breakspear Road South/ Tile Kiln
Lane (Harefield): and
• The delivery of speed reduction measures in the North of the Borough
This report requests the release of £37k for the installation of a Vehicle Activated Sign o n
Breakspear Road South and the Road Safety Scheme measures detailed above on
Rickmansworth Road. It has been agreed with HS2 Limited that the funding will be received in
two staged payments on start of works and completion of works.
The remaining £389k of funding is subject to agreement with High Speed 2 Limited and the capital
release process.
RESIDENT BENEFIT & CONSULTATION
The benefit or impact upon residents, service users and communities
The reduction of speed limits and installation of vehicle activated signs on these roads will provide
a lasting legacy for road safety in the area. The installation of the formal crossing point will provide
a safe crossing point across a busy road and allow residents to connect safely to local facilities
and services. Both schemes are an appropriate use of the HS2 Road Safety Funding.
Consultation carried out or required
The Cabinet Member for Health and Social Care is supportive of the scheme and presented a
petition from residents regarding vehicle speeds and a request for a pedestrian crossing point on
Rickmansworth Road. Traffic Surveys have al so been carried out and shared with the Cabinet
Member for Property, Highways and Transport that showed vehicle speeds were higher by the
junction with Hall Drive, near to where the proposed pedestrian crossing point will be located.
There is a reduction in the speed limit on Rickmansworth Road, Harefield that will require a new
Traffic Order to be formally consulted on once approval has been granted to this scheme. The
Traffic Order would also need approval from the Cabinet Member for Property, Highways and
Transport once consultation has finished.

Corporate Finance concurs with the financial implications set out above, noting that the proposed
works are fully externally funded with no impact on Council resources.
Legal
Legal Services confirm that there are no legal impediments to the Council allocating monies from
the HS2 Road Safety Fund to the projects set out in the report. Thus, there are no legal
impediments to the capital release being authorised, although any contract that is entered into
must comply with the Council's Procurement and Contract Standing Orders.
Infrastructure/ Asset Management
Infrastructure/ Asset Management comments are included within the body of the report.
Planning
1. The project expenditure in this report is ineligible for financing from planning obligations ,
i.e. balances received from Section 106 agreements.
2. The reason for ineligibility is because the project does not fit the criteria of any S106
agreements with existing unallocated balances.
Capital Release Protocol
The release of all capital funds, and certain revenue funds, held by the Council is to be made by
a formal democratic decision. No expenditure can be placed or committed by officers until this
formal approval is given by Democratic Services. Release of funds must be for identified projects
only and strictly not for the general release of funds for projects to be identified at a later date. No
block releases of capital or funding will be allowed, except if authorised by the Leader of the
Council in advance to Corporate Finance. The release of funds will only be made if previous
Council, Cabinet or Cabinet Member agreement has been given to the project and only if there is
an approved budget.

Breakspear Road South – Installation of Vehicle Activated Sign (VAS)
Sign to be installed on a new Post at the approximate location of the red circle below. A trench
will be dug along the side of the existing hedgerow to connect power to the VAS from an existing
power source.
