Putting our Residents First This report supports the Council objective of ‘Our People’. Results of the consultation will be considered in relation to the Council’s strategy for parking in residential areas. Financial Cost There are no financial implications in relation to the recommendations of this report. Relevant Select Committee Property, Highways and Transport Select Committee. Relevant Ward Ruislip. RECOMMENDATIONS That the Cabinet Member: 1. Notes the responses received to the informal consultation for a possible extension to the Ruislip Lido Parking Management Scheme Zone RL4 in Laburnum Grove ; and 2. Decides to take no further action to extend the Ruislip Lido Parking Management Scheme Zone RL4 in Laburnum Grove, Ruislip at this present time but to keep the situation under review. Reasons for recommendations The recommendation reflects the views of the local Ward Councillors and the marginal response to the informal consultation. Cabinet Member Report – 03 May 2023 Page 1 Part I – Public Alternative options considered/ risk management. The consultation with residents of Laburnum Grove offered either the option of being included in an extension to the Ruislip Lido Parking Management Scheme Zone RL4 or for no changes to be made to the current parking arrangements. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. As the Cabinet Member will be aware, the Ruislip Lido Parking Management Scheme Zone RL4 was introduced last year in some of the roads close to Ruislip Lido to help prevent non-residential parking during the hot summer months of the year . As a result , parking could have been displaced to some of the nearby surrounding streets which do not benefit from being part of the same scheme. 2. As part of a review of the Ruislip Lido Parking Management Scheme and f ollowing discussion between the local Ward Councillors and various Cabinet Member s, it was decided that the residents of Laburnum Grove should be informally consulted on the option of joining an extension to the nearby RL4 scheme. 3. Attached as Appendix A is a plan indicating the current extent of the Ruislip Lido Parking Management Scheme Zones; a red arrow show s the location of Laburnum Grove . All residents of Laburnum Grove were delivered a letter and questionnaire to indicate if they would support their road being included in a possible future extension to the RL4 scheme, along with a prepaid reply envelope so that they could return their completed questionnaire. 4. Responses received to the consultation are tabulated in Appendix B. There was a total of nine responses received from 13 consultation packs delivered, representing a return of approximately 69%. Residents were given the opportunity to provide comments on the questionnaire that they felt were relevant, these have also been included in Appendix B. 5. The consultation response shows that there was only a marginal preference in favour for the road to be included in the scheme, with five in favour and four opposed. Following discussion with the Cabinet Member for Residents' Services and the local Ward Councillors it is recommended that the parking arrangements here remain as existing in Laburnum Grove for the time being but to keep the situation under review. Should residents request for parking controls to be reconsidered in the future, it is suggested that these residents could petition the Council and asking for the scheme to be extended once again. 6. In summary, the residents Laburnum Grove have been informally consulted on the possible option of being included in a possible extension to the Ruislip Lido Parking Management Scheme. Following discussion with the local Ward Councillors and Cabinet Member for Residents' Services and as there was only marginal support demonstrated for a scheme, they were of the opinion, that the current parking arrangements in Laburnum Grove are left unchanged. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities As there was a not a defined clear preference indicated by residents during the informal consultation, the current parking arrangements within Laburnum Grove will remain unchanged for the time being. Consultation carried out or required Residents of Laburnum Grove were informally consulted on the option of being included in a possible extension to the Ruislip Lido Parking Management Scheme Zone RL4. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance have reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal Legal Services confirm that there are no legal impediments to agreeing the recommendations set out in this report, which are in accordance with the outcome of the consultation. Laburnum Grove, Ruislip ‐ Outcome of informal consultation for a possible extension to the Zone RL4 Parking Management Scheme Would you support a possible extension to the Ruislip Lido Parking Management Scheme RL4 into Laburnum Grove? Comments made by residents during consultation "Currently there is no cost" ; "Currently" is insufficient as a form of commitment. Only if there was an un‐revokable lifetime commitment that the costs to residents will always be at no cost could this proposal be considered. As previously contact by you (another questionnaire) please leave our road alone! You have promoted the lido "far and wide" resulting in families wanting to visit through the summer months to enjoy themselves. You now have to accommodate them with parking! We (our household) are not concerned with them parking down our road. They have to drive around for too long, after car parks being full, trying to park. Unfortunately this scheme is going to be a "money earner" as it will not take you long for us to have to pay for our own visitors to park outside our property. Perhaps, a good idea may be to build a multi‐storey car park at the Lido, to accommodate families visiting the area. Many thanks & hopefully out road is not ruined by implementing this scheme! During peak Lido season (spring/summer) there are significant numbers of cars parking in my street. They have no regards for residents, often parking poorly and leaving litter strewn everywhere. I am therefore in favour of a Parking Management Scheme.
