HEADLINES Summary To inform the Cabinet Member of the outcome of the statutory consultation for the proposed extension of the Zone HR Parking Management Scheme into Temple Park, Hillingdon. Putting our Residents First This report supports the Council objective of ‘Our People’. Results of the consultation will be considered in relation to the Council’s strategy for parking in residential areas. Financial Cost The estimated cost associated with the recommendations in this report is estimated to be £2,500, which can be met within existing revenue budgets for the Transportation Service. However, officers will approach Transport for London to agree funding for this scheme through the 2023/24 LIP allocation. Relevant Select Committee Property, Highways & Transport Select Committee. Relevant Ward Colham & Cowley Cabinet Member Report – 28 July 2023 Page 2 (Part I Public) RECOMMENDATIONS That the Cabinet Member: 1) Notes the comments received during the statutory consultation for the proposed extension of the Zone HR Parking Management Scheme in Temple Park, Hillingdon as shown on Appendix A; and 2) Agrees for the proposed extension to the Zone HR Parking Management Scheme in Temple Park, Hillingdon to be installed as proposed , following discussion with the local Ward Councillors. Reasons for recommendations The recommendation reflects the majority of responses received to the formal consultation and the views of the local Ward Councillors. Alternative options considered / risk management The Council could have decided to defer the proposed extension of the Zone HR Parking Management Scheme in Temple Park or have revised the proposal. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Cabinet Member will recall the petition submitted by residents of Temple Park, Hillingdon asking the Council to consider the extension of the nearby Harlington Road Parking Management Scheme to prevent non- residential parking which had been displaced into their road as a result of the nearby scheme. Following consideration of this petition, the request was added to the Council’s Parking Scheme Programme for further investigation and consultation with residents. 2. Since the petition had been signed by the majority of households within Temple Park, it was decided that residents should be formally consulted on the design for an extension to the nearby Zone HR Parking Management Scheme. The proposed scheme being an extension to a pre-established zone would have the same operating times of ‘9am to 10pm everyday’. 3. Due to the layout of the road, and in order to enable residents to continue to maximise the on-street parking space as best as possible, it h as been possible to propose a “permit holders past this point” scheme throughout Temple Park. The benefit with this type of scheme is it allows residents to utilise the on- street parking arrangements without excessive road markings and signage. Attached as Appendix A is the detailed plan that was developed for formal consultation, and attached as Appendix C is an area plan Cabinet Member Report – 28 July 2023 Page 3 (Part I Public) showing the nearby extent of the existing Zones HR and TC Parking Management Schemes. 4. Following the above, a formal consultation to extend the nearby Zone HR Parking Management Scheme in Temple Park was undertaken between the 26 April 2023 to 17 May 2023. All comments submitted by residents during the consultation have been summarised in the table attached as Appendix B to this report. 5. There was a mixed response received to the formal consultation, with two responses generally in favour of the scheme and two opposed to it . The two responses opposed to the scheme came from two different residents living at the same address in the street. 6. One resident who was in support of the proposals felt that additional double yellow lines should be applied at various locations to ensure clear access could be maintained to off - street park ing areas. However, since the purpose of a permit holders past this point scheme is to allow residents to maximise the available kerbside space for parking, it is recommended that no changes are made to the scheme design at this present time. Should irresponsible parking continue to be issue after the scheme has been introduced, then the scheme could be later modified to include more sections of double yellow lines if required. 7. As a result of this, t he responses received to the formal consultation have been shared with the Ward Councillors, so that their informed views on the matter could be sought. After careful consideration of the responses received to the consultation, and after their own discussions with some of the residents of Te mple Park, the Ward Councillors are minded to proceed with the introduction this extension to the Zone HR scheme. 8. In summary, it is recommended that the Council proceeds with the extension to the Zone HR Parking Management Scheme in Temple Park as proposed. The views of the local Ward Councillors are to proceed with the scheme on the basis the majority of residents who petitione d the Council seem supportive the suggestion. The views expressed by residents during the formal consultation were balanced but two out of the three households who responded are supportive of the proposal. On this basis , it is recommended that the scheme within Temple Park is implemented as proposed at the earliest opportunity. 9. The intention is to approach Transport for London and fully fund the scheme through the 2023/24 Transport for London Grant Local Implementation Plan allocation of £120k for various Parking Management Schemes. Financial Implications The estimated cost to consult on the recommended amendments and to subsequently implement this extension to the Zone HR Parking Management Scheme into Temple Park is £2.5k. The implementation of the scheme will be funded from the Parking Revenue Account (PRA) . Officers are currently liaising with Transport for London on requesting a variation to the approved Parking Management Scheme funding plan to enable funding for the above detailed scheme. If Transport for London agree with the change to the original approved plan, then this scheme will Cabinet Member Report – 28 July 2023 Page 4 (Part I Public) be funded from Transport for London 2023/24 Local Implementation Plan allocation, which will reduce the call on the Parking Revenue Account. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? The extension to the Zone HR Parking Management Scheme into Temple Park will help prevent non-residential parking and return the balance of parking in favour of local residents. Consultation carried out or required Statutory consultation was carried out between 26th April to 17th May 2023 by the insertion of public notices in the local newspaper and displayed on site. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the report and concurs with the financial implications set out above, noting that the proposed costs associated with the required works are to initially be funded from the Parking Revenue Account, with the view to apply for a variation to the approved Transport for London 2023/24 Grant Parking Management Scheme plan to enable the funding to be met from the Transport for London 2023/24 Grant and reduce the call on the Parking Revenue Account. Legal The Council’s power to make orders introducing parking restrictions such as that proposed in this report for Temple Park, Hillingdon is set out in Part I of the Road Traffic Regulation Act ( 1984). The consultation and order making statutory procedures to be followed in this matter are set out in The Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations (1996) (SI 1996/2489). If the decision is taken to make the proposed order, Part V of the Road Traffic Regulation Act (1984) and the Traffic Signs Regulations and General Directions ( 2016) set out the signage requirements, must be observed. In considering consultation responses, S ection 122 of the Road Traffic Regulation Act ( 1984) means that the Council must balance the concerns of the objectors with the statutory duty to secure the expeditious, convenient, and safe movement of vehicular and other traffic. Address Response from resident Temple Park, Hillingdon We are pleased that the parking management scheme is to go ahead. There are a few questions we have. 1. You have started there will be no bay markings which is fine but as we have our own driveway we often find people block us by parking on the corner opposite. They sometimes take this as a parking space. We were wondering if a double yellow line can be put there as we did mention this in our original petition. 2. Theoretically people can park on both sides of the road so this would be impossible for cars to get through as the road is very narrow. On Harlington road scheme which we would be an extension of they have double yellow lines over one side and over the driveways. Is it possible to do the same for us as it’s been done for them. 3. Also you’ve mentioned that 2 signs will be put up. But on the diagram it’s not noted but only on one of the the lamp posts and not on the other. 4. We just also wanted to know if anybody from Harlington road can purchase a permit or is it only the section of road that is permit holders only otherwise we would get people from the whole stretch of road being able to park there. Overall we do wish the parking control to go ahead. Temple Park, Hillingdon I received your letter relating to the proposed changes to parkingon Temple Park and I would like to oppose these restrictions. I feel that there will be little to no benefit for the residents living on the road and the primary cause of the congestion (particularly one household that shared 5 vehicles between 2 adults) has been resolved as they have now moved. Of particular concern is the ability for visitors to block access to our properties. As I understand it, the scheme also does not guarantee a space overnight which has been a smaller concern but one that we do suffer from time to time as residents from neighbouring roads make use of the space that is available. The time proposed is particularly long, impacting visitors being able to park without additional expense to us. Two shorter time frames during the morning and afternoon would be an alternative but I would still oppose the implementation. If there is an opportunity to discuss the situation then I would be happy to do that. Temple Park, Hillingdon Thanks for your letter in regards to the parking scheme on Temple Park ‐ i would like to oppose these restriction as they will provide no benefits for the residents living on Temple Park. Below are some reasons why we would not like this to happen: * One of the key reasons stated to have residents parking is to allow residents to park close to their homes ‐ there is currently no major issues or parking on our road. In addition, these resident parking schemes don’t offer any guaranteed parking spaces nor a parking space in front of our homes due to other people who also have a valid Zone HR permit to park on our road. * The extended times of 9am to 10pm is too long which limits parking capacity for residents and visitors. * During the current climate and cost of living crisis to ask residents to pay for all taxed cars a fee as well as having to pay for visitor vouchers would put intense pressure on some of the residents living on this street. * We have previously paid the council as well as private constructors to get a kerb fitted in front of our garden however if these scheme goes into play then this potentially allow anyone to park outside/on our kerb ‐ which has no benefit for the resident. I would be more than happy to discuss my views if you have any further questions please do let me know. Temple Park, Hillingdon Thank you for sending me the proposed parking scheme for Temple Park, I am happy with the proposed scheme it will make life so much easier. have a couple of queries: 1 ‐ As it will be an extension to the Harlington Road scheme can you confirm that we would be able to park in the Harlington Road bays with our permits. 2 ‐ The note about being able to park across drop kerbs, this does not apply to me as I do not have a driveway but I always thought you could not park over dropped kerbs is this not the case any more? 3 ‐ How is the scheme policed, are there regular visits from traffic wardens?
