Executive Decision Notice – 29 January 2024 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision CAPITAL RELEASE REPORT (January 2023/24) DEPARTMENT: DIGITAL & INTELLIGENCE SERVICES SERVICE AREA / PROGRAMME: TECHNOLOGY / BUSINESS INTELLIGENCE RELEASE NO: No.7 - Deployment of a Data Analytics Platform Reference No. 1018 Date of decision Monday 29 January 2024 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committees Finance and Corporate Services Select Committee Relevant Ward N/A Decision made Cabinet Members making the decision The Leader of the Council , in conjunction with the Cabi net Member for Corporate Services and on behalf of the Cabinet Member for Finance. APPROVED That the Leader of the Council, in conjunction with the Cabinet Member for Corporate Services and on behalf of the Cabinet Member for Finance: 1. Accepted the direct award to KPMG (via the G-Cloud Framework) for the provision of consultancy services for the deployment of the Data Analytics Platform to the London Borough of Hillingdon for a 6- month period from 1 February 2024 to 31 July 2024 and at the value of £290,000. 2. Agreed to the following capital release requests of £450k from the Corporate Technology and Innovation Programme Budget for the funding of the Data Analytics Platform project. (Appendix A) 3. Furthermore agreed to utilise posts via the Council’s Corporate Agency Contract (Matrix) to resource the following posts for up to 5 months to provide internal support and skills for the project: Executive Decision Notice – 29 January 2024 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk a. Data Business Analyst b. Data Engineer / Architect Reason for decision The Council is seeking to modernise the way it collects, manages, reports and uses data. The deployment of this Data Analytics Platform, along with the necessary expertise to deliver the project, will ensure that going forward the Council is provided with the latest business intelligence using good quality, relevant and timely information to inform and improve the services the Council provides to residents. The platform will enable a single view of the customer / resident and provide a seamless and integrated way corporately to manage and analyse a wide range of business data. Alternative options considered and rejected To do nothing – this would leave the Council with a range of different d atabases, duplication and reporting systems using outdated technology, not investing in a scalable system and loosing opportunities to improve both data management and the customer/resident journey across Hillingdon Council’s services. Classification Part II – Members’ Only and Not for Publication Link to associated report N/A - the report associated with this decision was declared as exempt from publication as it involved the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contained information relating to the financial or business affairs of any person (including the authority holding that information) and that the public interest in withholding the information outweighed the public interest in disclosing it. This decision was taken under special urgency procedures and deemed urgent by the Leader of the Council. The reasons for urgency were financial related, in order to avoid the Council incur ring supplementary costs in association with this new data project. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
