Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:

Decision Approved
That the Leader of the Council accepts the tender from
Hillingdon Chamber of Commerce for the Provision of a
Hillingdon Business Support Project for a twelve -month
period from 1 April 2024 to 31 March 2025 and at the value
of £206,046 subject to:
• interim quarterly performance targets are agreed
with the Chamber of Commerce that, if achieved,
would satisfy the grant conditions of the GLA
• with exception of the initial start-up payment to be
made to the Chamber of Commerce all other
payments are made in arrears and conditional
upon delivery against the interim targets.
Reason for decision The reason for these caveats is to protect the Council from
financial loss should, at the end of the contract period, the
Chamber of Commerce not be able to satisfy the GLA that the
grant conditions have been fulfilled resulting in the grant not
being paid to the Council.
Alternative options
considered and
rejected
The GLA has allocated funding to all London boroughs to enable
the delivery of business support. There is no provision within the
agreement governing the allocation of UKSP funding to propose
using funding on initiatives other than business support.
The Council could decide not to participate in the UKSPF
programme and therefore not provide any support to local
businesses. It is anticipated that the Government will shortly
announce arrangements for the next round of UKSP funding, to

be available from April 2025. If Hillingdon does not participate
in this current delivery round, there is a danger that it will have a
reduced allocation or indeed not be invited to participate in future
rounds.
